Background: Vectrona requires a seasoned professional to play a critical role in analyzing and shaping future Navy Expeditionary Combat Command (NECC) Force requirements.

This is an opportunity to have a direct impact on the future of the Navy Expeditionary Combat Forces. As a Senior Analyst on our team, you’ll engage Senior NECC Leadership to help them respond to global trends and prepare the force for future challenges.

Duties and Responsibilities:

  • Participate in Navy, Joint, Combined, and other Whole of Government Doctrine and Policy development meetings and processes addressing these concepts, expeditionary warfare.
  • Work to ensure Joint, Naval and Navy doctrine reflects NECCs evolving capability and force structure.
  • Assist NECC in identifying and developing requirements as they pertain to emerging concepts.
  • Participate in, and when required, support the Command at Navy, other service and Joint War-games, Experimentation events, Exercises, and Concept Development planning conferences for events concerning NECC’s role in emerging concepts, expeditionary warfare, NECC’s role in the various layers of the National Defense Strategy, and the role of the NECC CTF/Gs and other subjects as needed to ensure the Capabilities of NECC are accurately reflected in the design of these doctrine and policy development efforts.
  • Work with developers to include research questions of interest to NECC in the design of these events.
  • Participate in or coordinate NECC representation at Joint Capabilities Based Assessment meetings and review processes in those mission areas which impact on expeditionary warfare, NECC’s role in the various layers of the National Defense Strategy, the role of the NECC CTF/Gs, and other subjects concerning current or emerging capabilities required from within NECC.
  • Work with the NECC staff to develop a framework to align NECC capabilities with others from across the Maritime Sector of the Department of Defense to COCOMs, including with the US Marine Corps, U.S. Coast Guard and Naval Special Warfare.
  • Perform Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities (DOTMLPF) Analysis to determine shortfalls and gaps in NECC’s forces’ capability and capacity to support the Navy’s role in emerging concepts, Expeditionary Warfare, and NECC’s role in the various layers of the National Defense Strategy.
  • Will have an understanding of CONPLANs and OPLANs that involve NECC and NECC CTF/Gs, and provide subject matter expert support to the Command and NECC CTF/Gs in this area, when required.
  • Conduct research and analysis of modeling and simulation required for development of Operational concepts, like employment of the MK VI Patrol Boat, Expeditionary Mine Countermeasures, Expeditionary Airfield Damage Repair, and other new or emerging capabilities.

Education/Degree (minimum): Bachelor’s Degree in a relevant management discipline, Master’s Degree highly preferred.

Qualifications:

  • Must be a graduate of a service command and staff college, War College preferred.
  • Served in a deployed operational expeditionary or amphibious command such as an expeditionary or amphibious operational staff (Expeditionary Strike Group, PHIBRON, deployed EOD GROUP, COASTAL RIVERINE GROUP, NCR, NMCB, MEB, MEU or equivalent). Be warfare qualified in one or more Navy specialties or have served in a line branch of a sister service.
  • Must possess research, problem solving, strategic planning, communication processes, client relationship management, project management, and presentation skills.
  • Must understand and be conversant with all aspects of expeditionary warfare and the current and emerging Navy, Marine and joint doctrine and operational concepts for employment of expeditionary forces.

Knowledge and Skills:

  • Will possess excellent skills in the following area:
  • Applying fact-finding, analytical, and problem-solving methods.
  • Writing clear and concise reports. Issue papers, proposals for action and flag briefs.
  • Good interpersonal communications skills.
  • Expert skill and knowledge in the use of Microsoft Office Software (Word, Excel and PowerPoint).
  • In-depth understanding of emerging concepts to include: Fleet Design, Distributed Maritime Operations, Operational Logistics in a Contested Environment, Littoral Operations in a Contested Environment, and Expeditionary Advanced Base Operations.
