Principal Objective of Position:The Operations Specialist (OS) is responsible for providing individualized support, training, and management expertise to regional and on-site staff as warranted by concerns and challenges related to property performance. The Operations Specialist will be assigned on an as-needed basis to address property performance in areas of occupancy, compliance, administrative functions, financial management, and general operations. This will be a critical support position with the specific role of correcting deficiencies in troubled assets to improve overall performance. The OS will assist with the workflows at the assigned properties and provide progress reports on specific areas of focus, as identified by the Vice President of Property Services.The Operations Specialist will ensure that:Property performance is maximizedOperational shortfalls are identified and addressedPlans are developed and implemented to improve under-performing propertiesOn-site personnel are trained and supportedInternal and external reporting requirements are metRegulatory compliance requirements are achievedNew properties are properly on-boardedNew business development efforts are supported through the execution of due diligence inspections and on-site auditsThe Operations Specialist may also have responsibility for overseeing other projects on behalf of Hayes Gibson Property Services in support of new property onboarding and other aspects of management transitions as situations may arise.Essential Functions:Property ManagementAssess underperforming assets to determine a strategy for correcting deficiencies.Develop an operating plan to address identified deficiencies.Implement the operating plan and adjust as needed to achieve articulated goals of property improvement.Provide recommendations for adjustments to on-site staffing at underperforming assets - training and development plans, performance improvement plans, and staffing changes.Identify and correct errors in Yardi processes.Identify and correct errors in regulatory compliance processes.Develop and implement a marketing plan to address occupancy issues.Identify other operational challenges and issues that need to be addressed at the assigned property.Assist with the preparation of various internal and external reporting, as required.Recommend changes to policies and procedures as indicated.Recommend training initiatives to address issues identified in the course of assessing performance deficiencies.Provide assistance and training with annual budget preparation.AccountingAssist with resolving issues that impact financial reporting.Provide assistance with the correction of resident ledgers when indicated.Address vendor set-up or payment issues.Operations/Business DevelopmentAssist with the completion of due diligence reports for new property acquisitions.Assist with coordinating the completion of the transition checklist and manage the onboarding process for new properties.Take the lead on off-boarding properties on which management is being transitioned to another entity.Other duties as assigned by the Vice President of Property Services.Requirements1.Training/Education/OtherHigh school diploma or GEDSome college education preferredStrong technical skills in the MS Office suite of productsExcellent mastery of MS ExcelExcellent mastery of Yardi property management softwareHUD and LIHTC compliance knowledge with certifications preferred2. Experience/SkillsOn-site property management experience at community manager levelAnnual budget preparationCompletion of regulatory compliance requirements for HUD and LIHTC propertiesDevelopment and implementation of marketing plans to increase occupancy on both regulated and conventional, market-rate propertiesKnowledge of internal HGPS accounting systems preferred3. Special RequirementsExcellent oral and written communication skillsExcellent organizational and time management skillsStrong interpersonal and consensus-building skillsExcellent training skillsExcellent computer skills, with emphasis on Yardi, MS Word, and MS ExcelAbility to travel at least 75% of the time with overnight travel required
