Finance Specialist

WORK DAYS:

261 days (including paid holidays and paid vacation time)

STANDARD HOURS PER DAY:

8 hours per day (not including 60-minute, unpaid, duty-free meal break)

WORK YEAR:

The work year of the Finance Specialist begins on the first weekday in July and ends 12 months later on the last weekday of June.

SALARY SCHEDULE & BENEFITS:

The Finance Specialist is paid on the "Specialist" salary schedule and is eligible for benefits on the "Support Staff" benefits schedule. *Starting hourly rate is $21.47.

REPORTS TO:

The Finance Specialist reports to the Chief Financial Officer.

SUPERVISES:

The Finance Specialist does not supervise any other employee(s).

GENERAL SUMMARY OF DUTIES:

The Finance Specialist performs assorted duties associated with the accurate and compliant processing of various accounting, finance, and procurement processes. The Finance Specialist will assist with business analysis, grants, accounts payable, and construction transactions. The Finance Specialist functions at an intermediate level clerical/accounting capacity. Duties are primarily accounting related.

ESSENTIAL FUNCTIONS:

Accounting and Finance
  1. Utilizes Excel and Google Sheets to perform various types of analysis relating to financial performance.
  2. Contributes to the development and management of the District's annual budget.
  3. Records invoices for payment in accounting software.
  4. Prepares internal reports on important operational metrics, including fund balances, revenue and expense projections, staffing levels, overtime use, and more.
  5. Assists District staff with questions relating to account codes, purchasing, and more.
  6. Provides technical support to the Chief Financial Officer, Deputy Treasurer, and Procurement Administrator on processes including bank reconciliations, receipt recording, construction accounting, and preparation and entry of journal entries.
  7. Compiles data and information for state reports and audits.
Procurement
  1. Prints and distributes purchase orders.
  2. Assists staff with entering purchase order information into the district's accounting software.
  3. Requests product quotes for staff through approved vendors.
  4. Assists Purchasing Administrator with various duties relating to purchasing/vendor process.
Business Analysis
  1. Reconciles accounts, including Section 125 payments.
  2. Maintains cash flows as directed by the Chief Financial Officer.
  3. Other duties as assigned by the Chief Financial Officer and other Business Office administrators.
  4. Collaborates with District teams to facilitate effective financial management and decision-making.
Grant Management
  1. Monitors and manages grants, including grant budgeting, report, and compliance with grant requirements.
  2. Prepares grant proposals and funding applications as needed.
  3. Ensures compliance with regulations, accounting standards, and district, state, and federal policies.
NON-ESSENTIAL FUNCTIONS:

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
  1. Fills in at the reception desk in the absence of the receptionist.
  2. Performs related duties as directed.
ENTRY-LEVEL REQUIREMENTS:

1. EDUCATION/TRAINING: High school diploma or GED is required. An Associate's Degree or higher in a business-related field is preferred.

2. EXPERIENCE: At least one year previous experience and/or training involving clerical, accounting, grant, or payroll related work, or any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions is preferred.

3. CERTIFICATIONS &/OR LICENSES: Valid Indiana Driver's license.

4. OTHER: Ability to perform the essential functions, meet the performance aptitudes, and fulfill the physical/sensory/environmental requirements of the job (with or without reasonable accommodations) is required.

PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

SENSORY REQUIREMENTS: Some tasks require visual perception and discrimination. Some tasks require oral communications ability. Some tasks require the ability to perceive and discriminate sounds.
ENVIRONMENTAL FACTORS: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
