(ACHD) is a newly formed organization as of 1/1/2023 and a part of Adams County Government. As of 6/1/2023 it is composed of 6 divisions (Performance and Business Excellence, Health Equity and Strategic Initiatives, Epidemiology and Data Science, Nursing, Environmental Health, Nutrition and Family Health), 200 staff, and has an annual budget of roughly 30M.

Job Summary: We are seeking a skilled and detail-oriented Accountant to join the Operations Division. This role will take the lead on accounts payable (AP) process for the department.

This includes maintaining accurate financial records, ensuring timely processing of invoices and POs, and supporting divisions with various account and vendor set up.

This role will also assist with various accounts receivable (AR) processes for division external billing for services. The ideal candidate will have a keen eye for detail, strong organizational skills, and the ability to work independently in a fast-paced environment.

Review/process accounts payable vouchers for accuracy and completeness. Research and resolve disputes with vendors regarding billing matters; working with central finance as needed. Prepare monthly invoicing for fee for service task from divisions for external billing. Ensure timely billing and follow up for proper collection of payment from clients. Prepare monthly journal entries, and reconciliations of balance sheet accounts, for month-end closing process. Compile, maintain, and prepare financial data, reports and schedules. Prepare periodic reports for assigned divisions. Responsible for procedures and process internal to the department to ensure compliance with all regulations and processes for accurate accounting. Analyze and recommend improvements to accounting processes. Lead the training program for other department employees as it relates to accounts payable and/or accounts receivable process. Ensure compliance with financial regulations, policies, and reporting requirements. Provide financial guidance and support to ACHD’s 6 divisions, promoting financial literacy and accountability. Stay updated on relevant financial regulations, accounting standards, and industry best practices. Knowledge of Generally Accepted Accounting Principles (GAAP) Knowledge of automated financial management systems Knowledge of governmental accounting and finance Knowledge of revenue collection principles and practices Knowledge of applicable federal, state, and local laws, regulations, and reporting requirements for County Government Skill in the use of personal computers and mainframe systems, word processing, spreadsheet, and database management software Skill in the preparation of informational, and educational materials Skill to apply and interpret accounting principles such as revenue recognition, matching, etc. to properly account for and code financial transactions Skill to research, identify and correct errors in the financial transactions Experience: Minimum Two (2) years of general accounting experience OR any equivalent combination as it relates to public or private sector. Education and Training : High school diploma or GED required. An Associate's Degree or higher may substitute for 1 year of the required experience.

Background Check: Must pass a criminal background check. Hours, Location, Travel: Hours: Typical work hours are 8am – 5pm but will very based on the needs of the organization. Location: This is a hybrid position that is based out of the Adams County Government Center in Brighton, CO. Travel: The incumbent of this position should expect to travel between 10% - 20% of the time between ACHD and other Adams County sites. Emergency Preparedness Duties Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness, as required. Completes trainings identified as appropriate for this level employee.
