Summary: Maintains the integrity of financial information and facilitates the utilization of key financial measures in the decision-making process. Ensures compliance with all applicable federal, state, and local rules and regulations, as well as, the financial provisions on RIAC’s Master Indenture of Trust and Supplemental Indentures. Practices sound fiscal management to ensure operational efficiency and maintain a competitive cost structure. Balance the cash flow needs of RIAC to achieve healthy returns on investment while maintaining financial flexibility and conservative stewardship of corporate assets. Supports the Capital Improvement Program (CIP) to meet current and future infrastructure and operational needs through the strategic use of RIAC’s financial resources.

Essential Duties and Responsibilities:

Ensures the proper treatment of financial transactions for Accounts Payable, Accounts Receivable, Fixed Assets, Project Accounting, Invoicing and other accounting transactions to maintain the integrity of the financial statements. Perform technical accounting work, design, test and maintain a strong internal control environment, and provide technical guidance to staff including the interpretation and application of authoritative accounting pronouncements from the Governmental Accounting Standards Board (GASB) to ensure their proper reflection in RIAC’s financial statements. Manage the annual external audit process which includes two year comparative financials, management discussion and analysis, Single Audit requirements and a separate Passenger Facility Charge (PFC) audit. Develop and maintain annual operating budgets which include forecasted debt service coverage ratios, the impact of the Capital Improvement Plan (CIP) projects and headcount justifications. This includes meeting with Department Heads and Functional Managers to rationalize budget requests and consolidate information for RIAC’s budget. Maintain general ledger system on Oracle Financials, ABM, and AIMS including performing system administrator duties. Work with Program Management Team on CIP Program, including reconciling actual costs, cash flow, unbudgeted cost, accounting procedures and treatment. Insure the proper and timely deployment of RIAC resources for support of business initiatives and the Capital Improvement Program (CIP). This includes the development and execution of investment strategies for restricted and unrestricted funds to insure optimal flexibility. Review accounting policy and analyzing the effect of changes in accounting policy with auditor. Prepare compliance reports including Continuing Disclosure, analyses and discussions with Rating Agencies and State officials, and ad hoc projects for senior staff. Prepare quarterly financial statements and other financial reports as needed. Work with senior staff on various funding mechanisms for projects such as bonding, commercial paper, grants, and other creative funding sources. Signatory on bank accounts. Work with bank personnel on opening or closing accounts, electronic transfers, signature cards, etc. Other related duties as required. Supervisory Responsibilities:

Supervises the Assistant Vice President of Accounting and the Administrative Assistant II. Qualifications:

Proficient in Microsoft Office Suite, including Excel, as well as a working knowledge of databases. Proficient in financial accounting software and preparation of financial statements. Demonstrate effective verbal and written communication skills. Knowledge of the FAA funding programs, including AIP and PFC required. Possess the ability to work with consultants, the FAA, permitting agencies, and other planning, engineering, architectural and environmental professionals. Ability to pass the required TSA background investigation and maintain as a condition of employment. Education/Experience: Bachelor’s Degree in Accounting or related field required. CPA license required. Minimum of ten (10) years of technical and supervisory experience at a commercial airport in a finance role. Physical Requirements:
