Job Purpose Reporting to the WIOA Operations Manager, the Mobile Career Center Manager ensures the effective and smooth operation of Baltimore County’s Mobile Career Center (MCC) Workforce Development programs that produce successful performance outcomes for jobseeker and business customers, and achieve relevant performance metrics for all funding sources.

Essential Job Duties The Mobile Career Center Manager has overall responsibility for ensuring their programs’ smooth and effective operations, including supervision and support of assigned staff, day-to-day operations, and operational results.

Manage service delivery to workforce customers including:

Referrals to Workforce Innovation and Opportunity Act (WIOA) and partners as appropriate. Customer Maryland Workforce Exchange (MWE) enrollment and assistance. Job search and labor market information assistance. Career planning and guidance. Career readiness workshops. Connections to employment opportunities.

Address situations where service delivery and/or performance are not meeting standards by developing key performance indicators (KPIs) for staff and the MCC with the WIOA Operations Manager. Cultivate and coordinate relationships with partner agencies and staff. Establish and manage partnerships with other workforce or community partners to achieve shared goals. Make appropriate referrals to grant-funded initiatives. Coordinate MCCs’ schedule and conduct outreach. Manage the maintenance and repair of the MCCs. Manage allocation, training, and performance of staff, including:

Intake to workforce services and referrals to WIOA and partner organizations. Outreach and follow-up activities. Ensuring complete and accurate MWE data entry. Ensuring complete and accurate management of all MCC data collection mechanisms. Analyze statistical reports to discern service delivery trends. Adjust processes accordingly.

Supervise and evaluate assigned staff. Contribute proactively and constructively as part of the Workforce Management Team. Identify and propose constructive solutions/responses to agency-wide customer service, staff utilization, and programmatic issues/opportunities. Manage MCCs and staff resources. Serve as an initial respondent to written customer complaints regarding MCC workforce services. Participate in the pre-screening, interviewing, and selection of prospective new hires, and develop training plans for new employees in conjunction with the WIOA Operations Manager. Represent the agency at meetings and conferences. Able to work in any Baltimore County Career Center, Mobile Career Center, or partner office. Will drive

Education and Qualifications Graduation from an accredited college or university with a bachelor's degree is required.

Relevant work experience may be substituted for education requirements on a year-for-year basis up to a maximum of four years.

Three years of full-time experience in case management (preferably WIOA), and two years of supervisory experience strongly preferred.

Specific experience in the area of workforce development or career/employment consultation is preferred.

Must have a valid Driver's License, reliable transportation, and drive the Mobile Career Center motor vehicles .

Physical and Environmental Conditions The position entails frequent operation of motor vehicles, driving in adverse weather conditions, and occasional heavy lifting.

Must have a valid Driver's License, reliable transportation, and drive the Mobile Career Center motor vehicles .

Medical Examination and Employment Background Investigation Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
