**Background**
In August 2022, EDA awarded the Maryland Department of Labor $22,952,185 of GJC grant funding for the MWW project. The Maryland Department of Labor was charged to create an offshore wind (OSW) workforce development pipeline helping provide skilled talent to the emerging local OSW clean energy industry.
- As a subrecipient of this grant, the Baltimore County Department of Economic and Workforce Development (DEWD) was awarded funding to support the project. Funding will be used to establish clear career pathways, address the needs of employers in Maryland’s offshore wind industry, and promote the upskilling, training, and employment of jobseekers and workers in programs that provide training related to OSW and its sub-industries through a variety of outreach methods.**Please Note**: This position is funded by the Good Jobs Challenge Grant through September 30th 2025. Additional funding may be found for extended employment beyond grant expiration.

**Job Purpose**

Under general supervision of the Program Manager GJC, the Apprenticeships and Industry Navigator GJC is responsible for supporting businesses and training providers involved in the OSW industry.

The Apprenticeships and Industry Navigator GJC will identify, develop, and manage employer and training provider relations through Baltimore County’s contributions to the Maryland Works for Wind (MWW) project, funded by the American Rescue Plan Good Jobs Challenge grant through the US Economic Development Administration (EDA).

The position will lead partner development and manage relationships with employers and training providers throughout the Central Maryland region, identified in the MWW project as: Anne Arundel County, Baltimore City, Baltimore County, Carroll County, Howard County and the Susquehanna (Cecil and Hartford counties).

**Essential Job Duties**
- Identifies, develops and maintains critical partner relationships with business contacts, including corporate executives, training providers, human resource managers, and community organizations in the identified region and within OSW and the subindustries of skilled trades, manufacturing, and transportation/distributions/logistics industries.
- Develops and evaluates strategies for recruitment, certification, and upskilling of the local workforce to meet OSW industry’s need.
- Maintain up-to-date knowledge of available training and education programs including entrance requirements, competency requirements, and performance outcomes.
- Facilitates industry-wide discussions through business round tables and peer-to-peer connections amongst OSW employers.
- Maintains a close working relationship with stakeholders to identify and resolve problems.
- Works with stakeholders, inter-departmental and inter-agency teams to identify opportunities for training program expansion, creation of apprenticeship programs, and curriculum development and/or modification.
- Creates, implements, and evaluates an advanced occupational skills training initiative for OSW, including assessing employer needs, coordinating curriculum development, preparing contracts, overseeing training agreement, managing recruitment and enrollment, and evaluating program effectiveness.
- Contributes to the development of career pathway mapping, identifying training opportunities, job classifications, certification and training requirements, and career progression opportunities in OSW and related subindustries.
- Hosts recruitment events, employer panels, and targeted job fairs in partnership with Tier I and II training providers to identify future employees and to showcase the opportunities available to jobseekers in the emerging offshore wind industry.
- Markets MWW, OSW opportunities, and County assets and resources amongst Central Maryland Region employers that may benefit from participation in the OSW industry
- Helps champion a community-engagement strategy.
- Represent MWW or management at events, functions or meetings and acts as agency liaison with other agencies, organizations and groups.
- Work with program staff to collect and track job placement data.
- Compiles data and prepares reports and correspondence regarding job development and placement efforts.
