Job Summary:

Responsible for leading or assisting a wide variety of HR activities such as but not limited to benefits, staffing, employee relations, policies, affirmative action, and compensation. Responsible for maintaining confidential and sensitive information and working directly with employees on a daily basis. Also responsible for supervising the payroll clerk, process, and review payroll.

Minimum Qualifications:

*Associate degree may be considered with documentation of significant work experience in the HR field. *Proficient computer and math skills. *Minimum 3 years of experience in HR and PR related field.

Preferred Qualifications

*Bachelor's degree in HR Management or related field. *Three-five years experience in HR with HR accreditation such as PHR or SPHR preferred. *Excellent communication skills. *Experience working in a construction related industry. *Knowledge of JD Edwards and UKG systems.

Additional Requirements

* *Prepare job analysis and job descriptions and assist with job evaluations and salary administration. * *Responsible for job posting/recruitment, interview process, pre-employments screenings, new employee orientation and exit interviews. * *Responsible for the administrative functions of benefit programs for active employees and retirees if applicable. * *Compile, coordinate and submit employee and benefit data as required. *Process monthly benefits invoice payments and reconciliations. *Data entry and maintenance of employee files and benefit records for active employees in HRIS - JD Edwards and UKG. * *Provide assistance to employees and supervisors on a variety of basic policy and benefit questions. **Coordinate the updating and distribution of materials regarding benefits, summary plan descriptions, open enrollment, and general communications. * Responsible for the coordination of annual employee review process, employee survey, award programs, health fairs, etc. as offered by location. **Assist with the acquisition process by the integration of HR data into current system. **Assist in the preparing and presenting of benefit changes, updates, and training to employees. **Coordinate, research, analyze and report on various benefit and wage requests. **Track on a continuous basis data for workforce analysis, application logs, VETS 100, EEO-1, & AAP. **Maintain compliance with federal and state regulations concerning employment laws. **Complete requests for employment verification, withholding orders, unemployment claims, etc. **Assist in training initiatives, workers comp claims, and investigative research as needed. *Interact with other departments (payroll, safety, environmental, equipment, etc.) and managers/supervisors to establish and attain goals. *Supervise the Payroll clerk and serve as backup for processing weekly payroll. Payroll duties to include but not limited to timecard entry, running related reports, preparing manual checks, payroll adjustments, retro payments, submission of auto-deposits, processing final pay, and hand-off of weekly payroll to corporate payroll department. *Review timecards via Kronos and data entry of time via Excel. Processing payroll via JD Edwards. *Review pre-payroll for accuracy of time entry for personnel, wages, fringes, and compliance with applicable state/federal laws and collective bargaining agreements. *Answer employee questions of their payroll and research/resolve problems or concerns regarding the payroll function. *Travel may be required including overnight stays. *Perform other duties as assigned.

Key Skills & Competencies

*Excellent verbal and written communication skills. *Strong organizational skills. *Knowledge of MS Office (Word, Excel, Outlook). *Able to work independently and under time constraints. *Ability to identify employee/customer needs and to respond effectively and tactfully. *Must maintain confidentiality.
