Choose from hundreds of career possibilities - there's something for everyone Summary: As the Program Analyst, the Personal Services Contractor (PSC) you will be responsible for providing expert level analysis and evaluation of SM programs ad initiatives and advisory support to the contracting and grants activities of the Office located in (OBO/CSM/SM/ASD). This is a Non-Status, Non- Permanent position. You do not acquire a competitive or excepted service status from this position. Major Duties: This position is located in the Bureau of Overseas Buildings Operations (OBO) the contractor performs the tasks and assignments that include, but are not limited to, the following: Analyzes and evaluates the overall effectiveness of SM’s program operations in meeting established goals and objectives and makes recommendations for improvements in these areas. Reviews proposed projects to: (1) determine operational needs; (2) ensure the integrity of each project; (3) identify critical/complex physical, technical, and construction security issues; and (4) recommend modifications, as necessary, to ensure compliance with applicable federal law and regulations. Assists the SM Director and/or subordinate Division and Branch Chiefs on special projects, especially those required by the OBO Front Office. Assists Branch Chiefs, as necessary, in preparing cable responses to post and working with Front Office staff on cable clearances. Who May Apply: Job Status: Full-Time, Non-Permanent-Temporary Non-Status Duration Appointment: Conditions of Employment: Incumbent will be subject to random drug testing.Must be able to obtain and maintain a Top-Secret security clearance.U.S. Citizenship is required.Relocation expenses will NOT be paid. Education: . Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications: Applicants must have 1 year of Specialized Experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying Specialized Experience must demonstrate the following: Experience evaluating program auditing principles and processes, internal management controls, and appropriations law. Experience with overseeing PSC program policies and procedures. Experience applying quantitative analysis and how it relates to assessing organizational management, organizational performance, staff performance, and the evaluation of organizational goals and objectives.
