Introduction

The Budget and Finance Analyst Senior provides professional assistance with preparing the annual budget, funding recommendations, development, and preparation of budget reports. This is a full-time position.

Major Duties and Responsibilities

  • Develop detailed forecasts for operating, capital, and special project funds by analyzing financial data and trends.
  • Continuously monitor financial data related to operating, capital, and special projects (such as grants and donations) to identify trends, opportunities, and potential issues.
  • Assist in designing and implementing a consistent methodology for billing external agencies for CMPD services, ensuring accuracy and transparency.
  • Support the review, calculation, and verification of charges for CMPD services provided to other City departments, ensuring fairness and accuracy.
  • Help establish and adjust regulatory and non-regulatory user fees annually, based on comprehensive financial analysis and benchmarking.
  • Conduct thorough analyses of summary bills (including utilities, fuel charges, etc.) to ensure accuracy, identify cost-saving opportunities, and track financial trends.
  • Perform a variety of financial activities, including preparing and entering journal entries, reconciling accounts, managing year-end close processes, and addressing discrepancies as required.
  • Collaborate with other departments to support financial planning, budgeting, and reporting activities.
  • Provide insights and recommendations based on financial data to support strategic decision-making and operational improvements.
  • Undertake special projects and other duties as assigned, contributing to the overall efficiency and effectiveness of financial operations.


Knowledge, Skills & Abilities
• Considerable knowledge of the laws, principles and practices of finance and accounting.
• Ability to analyze financial reports, discern trends, and apply analytical techniques.
• Ability to plan, organize, administer, and effectively and efficiently manage a broad range of analytical tasks.
• Ability to analyze problems, provide alternatives, identify solutions in support of established goals.
• Ability to prepare and present clear and concise reports, correspondence and other written materials.
• Ability to establish and maintain effective and cooperative working relationships with other Departments, internal employees, governmental agencies and the public.
• Ability to exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures.
• Ability to express ideas effectively, both orally and in writing.

Physical Requirements:
• Remaining in a stationary position, often sitting or standing for prolonged periods

Sensory Requirements:
• Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
• Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
• Comprehensive written information in work-related documents.
• Ability to hear, understand, and distinguish speech.

Working Conditions:

Exposure to environmental factors poses a limited risk of minor injury or illness. Moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files and phone. Must be able to sit for long periods of time.

Minimum Qualifications

High School Graduate or Equivalent and seven year(s) of related work experience

OR

2 Year College Degree and five year(s) of related work experience

OR

Bachelor's Level Degree and three year(s) of related work experience

OR

Master's Level Degree and one year(s) of related work experience

Conditions of Employment

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
