Collier County is seeking a dynamic individual to fill the role of Management Analyst I to support the Human Resources (HR) Employment Operations Section. This role focuses on supporting the County’s payroll and leave administration functions and overseeing fiscal responsibilities within the HR Division to achieve the County’s business objectives. As the Management Analyst I will guide all levels of County management and employees addressing inquiries, resolving issues, and providing direction on payroll and leave-related matters. This position on the Human Resources team will be responsible for the following: Assist with payroll functions for the Board of County Commissioners; functions include payroll review and analyses for all divisions as well as compiling and evaluating payroll compares and audits. Provide support for all timekeepers and payroll approvers County-wide. Serve as the primary contact to address paycheck-related questions regarding pay or accruals. Understands and implements the County’s Leave Administration policies and procedures, ensuring they are applied consistently and accurately across all divisions and departments. Provides comprehensive support to all County staff by addressing inquiries, offering guidance on leave entitlements, assisting with the completion of leave-related documentation, and ensuring compliance with federal, state, and local regulations. Responsible for procurement functions for the HR Division which includes creating purchase order requisitions, approving and posting payments, and verifying compliance with contract agreements for each transaction. Acts as a divisional liaison for the Procurement Division. Responsible for fiscal functions for the HR Division which includes monitoring budget as well as reviewing billing activities, expenditures, and financial budget reports. Manages various County-wide programs including telecommuting agreements and attendance incentive programs. Participates as needed in special projects for the division, including the planning, design, and implementation to support the projects as needed. Exercises high-level discretion due to the sensitive and/or confidential nature of information processed. Performs other duties as required. Minimum Requirements: Bachelor’s degree required. Two (2) years of related experience. Candidates without a related degree should possess an additional four (4) years of related experience. Fingerprinting required. May be required to obtain and maintain certification(s) related to a particular program. Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
