CONTEXT: The Construction Buyer is vital in managing the procurement process for materials and equipment required for both facility and pipeline construction projects. This role will perform duties in purchasing, including bid solicitation, bid analysis, negotiation, commitment of purchase orders and expediting the products/materials to site. The ideal candidate will have a strong background in the oil and gas industry, a comprehensive network of vendors and suppliers, and the ability to support pricing for bids and manage procurement efficiently once projects are awarded.

RESPONSIBILITIES:

  • Assist in the preparation of pricing for bids by researching and obtaining quotes from suppliers and vendors. Analyze cost estimates to ensure competitive and accurate bid submissions for facility and pipeline projects.
  • Develop and maintain relationships with key vendors and suppliers. Negotiate pricing, terms, and conditions to secure the best value for the company. Continuously evaluate and manage supplier performance.
  • Upon winning a bid, work closely with Project Managers to procure the necessary materials and equipment for project execution. Ensure timely delivery of goods and services in line with project schedules.
  • Monitor inventory levels and coordinate with vendors to maintain optimal stock levels. Implement and oversee inventory control procedures to minimize shortages and excess.
  • Assist in the preparation and administration of purchase orders and contracts. Ensure compliance with contractual obligations and resolve any discrepancies or issues with suppliers.
  • Track and manage procurement expenses to ensure alignment with project budgets. Identify and implement cost-saving opportunities without compromising quality or project requirements.
  • Maintain accurate records of all procurement activities, including quotes, purchase orders, and contracts. Prepare reports and provide insights on procurement performance to support decision-making.
  • Prepare and process various contract types including both material procurement and subcontracted or service work, for both Renewables non project related costs but also support other PSC Business Units's as needed.
  • Maintain cooperative working relationships with suppliers & internal customers to stay current with trends and technologies, products, and services.
  • Work closely with the assigned procurement team to purchase the highest quality equipment and materials at the lowest possible cost, in correct amounts, per specifications and drawings.
  • Learn processes around the research and evaluation of suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.
  • Negotiate best and final pricing from selected short-listed suppliers,
  • Ensure that the company does not enter into any agreement with an external party which may harm the company's policies and practices by performing due diligence and following vendor pre-qualification process.
  • Promotes a positive work environment, exhibits a spirit of cooperation and support for coworkers. Maintains professionalism within the organization and when interacting with internal customers, external suppliers and business partners.
QUALIFICATIONS:
  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field is preferred. Relevant certifications (e.g., CPCM, CPIM) are a plus.
  • Proven track record in procurement or purchasing within the oil and gas or infrastructure construction industry. Demonstrated experience with pricing for bids and managing procurement for large-scale projects.
  • Strong negotiation and communication skills. Proficiency in procurement software and MS Office Suite. Excellent organizational and time-management abilities.
  • Detail-oriented with a strong analytical mindset. Proven ability to build and maintain relationships with suppliers and vendors. Ability to work collaboratively with project teams and manage multiple priorities effectively.
