POSITION DESCRIPTION Court Administrator INFORMATION Job Class: Manager Department: Tribal Court Type of Position: Exempt Location of Work: Juneau, AK Salary Grade(s): 12 - 14 Hours of Work: M - F, 8:00 am - 4:30 pm Employment Category: Regular, Full Time PURPOSE This position is responsible for managing the day-to-day operations of the Tlingit and Haida Tribal Court, including case flow, supervision of court personnel, developing, revising, and implementing policies and procedures, and providing administrative oversight of the Judicial staff. REPORTING RELATIONSHIPS Reports To: President Supervises: Court administrative staff and special project personnel Liaison To: Judicial staff, Judiciary committee chair and Office of the President ESSENTIAL FUNCTIONS Establish and maintain effective working relationships with fellow employees, supervisors, the public, governmental and state entities, and other tribal program representatives. Under the direct oversight of the President, will maintain the overall administrative and operating policies and procedures pertaining to the Tlingit and Haida Tribal Court system. Supervise and ensure duties and responsibilities of court staff are carried out efficiently and revise as necessary according to needs of the Tribal Court system. Ensure that court forms and case management systems are up-to-date. Develop and maintain a law library which contains laws, resolutions and ordinances of the Tlingit and Haida Tribe and other Tribes, including judicial decisions rendered by the Trial Court and the Court of Appeals, for use by the public, attorneys, clerks and judges. Collaborate with Tribal Chief Judge to identify the needs of the programs for education, training, and development as necessary. Develop, maintain and monitor programs and annual budgets for the operation of the Tribal Court system. Create and maintain data and reports for Tribal Court, including financial and budget reports. Clearly and concisely write, prepare and edit reports, presentations and articles. Adhere to standards of confidentiality, established procedures and safeguard the integrity and legitimacy of the Court system. Perform other duties as assigned by the President. DECISION-MAKING AUTHORITY Spending Authority: Up to $10,000 Other Authority: N/A NECESSARY SKILLS AND KNOWLEDGE Read and review written material/instructions. Communicate effectively orally and in writing. Adhere to standards of confidentiality. Be punctual and organized. Understanding of general accounting principles. Ability to diffuse tense situations and remain impartial. Strong organizational, research and writing skills required. Knowledge and familiarity with tribal courts and Native communities. MINIMUM QUALIFICATIONS (education, experience, skills) Bachelor's Degree in Business, Public Administration or related field. Two years ofexperience working in a Tribal, Federal or State Court or a judicial field. No Felony convictions, or misdemeanor in the last four years. Valid Alaska Driver's License. UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required. CONDITIONS OF HIRE: All employment at Tlingit and Haida is at will. Unless specified in writing, no term of employment is expressed or implied for this position. Tlingit and Haida is a no tolerance workplace. All regular employees may be required to pass a pre-employment and subsequent random drug and alcohol screening to be eligible for and maintain e ployment. Tlingit and Haida requires a criminal background check be conducted on all employees.
