Position Summary
This position directs the city's Public Works operations that includes project management, streets, stormwater, sanitation, and fleet maintenance.

Position Description
ESSENTIAL FUNCTIONS
  • Leads and directs the operations of the Streets, Stormwater, Sanitation, and Fleet Maintenance divisions.
  • Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel; leads departmental staff meetings.
  • Performs project management for city infrastructure projects, including procurement, bidding, design/engineering, development, coordination, inspections, utility coordination, budget management, etc.
  • Performs cost/benefit analyses and evaluates projects and programs; conducts feasibility studies for equipment and systems.
  • Identifies and implements methods for improving and expanding operations of the department and for improving departmental productivity, efficiency, and effectiveness.
  • Plays a role in the city's plan review and inspection process for private development in support the city's overall economic development strategy.
  • Provides quality leadership to the Public Works Division Manager, the Stormwater Division Manager, and overall Public Works Department.
  • Oversees the Stormwater Division's compliance with all Georgia Environmental Protection Agency's requirements for the MS4 program including the Annual Report and Stormwater Management Plan along with the Stormwater Division Manager.
  • Assists the Deputy City Manager of Operations in the development and implementation of short and long range plans; makes recommendations to the Deputy in regard to existing infrastructure improvements, renovations, new development projects, programs, events, policies, ordinances, and budgets.
  • Prepares departmental budget, including capital planning, and manages expenditures within approved budgets.
  • Provides information to the public about department programs; makes presentations to groups; develops and maintains relationships with schools, faith-based organizations, civic organizations, sports organizations, local governments, and state and federal agencies.
  • Ensures compliance with federal, state, and local laws, with city rules and policies, and with all regulations governing stormwater, public works, and sanitation activities.
  • Perform other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of public works management principles, including those related to stormwater, streets, fleet maintenance and sanitation functions.

SUPERVISORY CONTROLS
The Deputy City Manager ssigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES
Guidelines include industry specific rules and regulations, city ordinances and resolutions, state and federal laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
  • The work consists of varied management, supervisory, and technical duties. The variety of tasks to be managed contributes to the complexity of the work.
  • The purpose of this position is to manage the city's public works operations and projects. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.

  • Contacts are typically with co-workers, other city employees, vendors, state and local government officials, elected and appointed officials, community leaders, business leaders, contractors, vendors, engineers, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The team member occasionally lifts light objects.
  • The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the Public Works Division Manager and the Stormwater Division Manager with indirect supervision of the Administrative Manager.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
