Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. The Director of Employment Services is responsible for providing leadership and direction for Employment Services at CCC, including the operation, staffing, and supervision of Central City Concern's (CCC) Employment Access Center (EAC). Other responsibilities include referrals to training, employment services, support service providers, and working collaboratively with inter- and intra-agency partners to provide services needed in all life domains to promote recovery and self-sufficiency. The Director is responsible for contractual management, funding resources, design, implementation, quality improvement, and leading the entire EAC team to meet specific outcome goals.

This position requires schedule flexibility, independent decision-making, program planning, quality management, and being a liaison with numerous outside agencies.

DESCRIPTION OF DUTIES:

  • Responsible for the day-to-day operations and services of the EAC.
  • Recruit, hire, orient, and supervise Employment Services staff. Identify staff training needs.
  • Develop and monitor the budgets for all employment programs, with assistance from Program Managers.
  • Oversee all employment program contract reporting, compliance, and performance improvement activities.
  • Advance the vision of self-sufficiency through employment programming throughout Central City Concern and the broader homeless service provider community.
  • Cultivate collaborative partnerships within CCC and outside agencies and systems providing employment, housing, and social services to those living in poverty and homelessness.
  • Attend relevant community partner meetings and employment-related conferences and trainings.
  • Develop relationships with local businesses/companies to seek donations and to advance job development opportunities for staff and customers.
  • Work with internal and external service providers to ensure coordinated and streamlined services.
  • Responsible for existing contracts and securing additional funds for program sustainability and expansion.
  • Collaborate with community resource agencies to remove barriers, provide intervention, and make referrals for issues including but not limited to mental health, drug and alcohol abuse, and emergency services.
  • Conduct or participate in scheduled meetings.
  • Process client grievances.
  • Event planning and coordination.
  • Identify grants and lead grant writing to secure additional funds for program sustainability and expansion.
  • Prepare required reports in an accurate and timely manner.
  • Work cooperatively with EAC supervisory and program management staff to develop and maintain a quality management plan and outcome data collection.
  • Participate in compliance, quality assurance, and quality improvement activities as directed.
  • Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality, privacy, and security.
SKILLS AND ABILITIES:
  • Demonstrated expertise in assisting individuals in developing employment, training, and supportive services plans and providing ongoing support as they work to achieve goals.
  • Knowledge of programs and benefits for specialized populations (e.g., Veterans, individuals with criminal histories, etc.).
  • Knowledge of evidence-based practices in providing supported employment programming for populations with multiple -barriers.
  • Knowledge of employment services, chemical dependency, mental health, and homeless service systems.
  • Ability to successfully interact and communicate clearly with various people, including employers, partnering agencies, and co-workers.
  • Understanding of quality improvement and performance improvement activities.
  • Ability to maintain accurate records and necessary paperwork.
  • Experience facilitating training, groups, and workshops.
  • Demonstrated experience developing and monitoring budgets.
  • Knowledge of de-escalation methods or the ability to be trained in de-escalation methods.
  • Ability to hire, schedule, train, develop, supervise, and evaluate staff.
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in relevant field and 7 years of relevant managerial, program management, and/or business development experience; OR Associate's degree and 8 years of relevant managerial, program management, and/or business development experience; OR 9 years of relevant managerial, program management and/or business development experience.
  • 5 years of supervisory and/or managerial experience required, including staff supervision, program development, and budgets.
  • Experience providing employment services for individuals with multiple barriers such as homelessness, addiction, or mental health diagnoses.
  • Experience working with homeless and/or recovering chemically dependent individuals is strongly preferred.
  • Must embrace the mission and philosophy of recovery and client centered treatment.
  • Possess necessary computer skills to accomplish duties.
  • Knowledge of area employers, housing resources, training providers, human service agencies, and community groups.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • If using a vehicle for agency use, the driver must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy.The driver must pass an initial driver training within 60 days of being approved and continue recertification training.
  • Must be able to perform considerable inter-city travel.
  • Must carry an agency cell phone for work use. Central City Concern will provide a Cell phone.
  • Must pass a pre-employment drug screen, TB test, and background check. If serving Supported Employment customers, this includes clearance by the DHS Background Check Unit. Additionally, background may not include convictions of child or elderly abuse, offenses against persons, sexual offenses, or child neglect.
