Program Summary

The Family Practice & Counseling Network (FPCN) provides comprehensive primary care, dental and behavioral health services. We stand behind the belief that all people are entitled to accessible, comprehensive, quality, and affordable health care, and that care must be delivered in a culturally competent, trauma-informed and compassionate manner by caring for the whole person - mind, body & spirit. The network's mission is to provide person-centered, integrated and comprehensive health services to individuals and families across their lifespan. The network promotes resiliency and well-being among patients, staff and surrounding communities.

We are a network of 3 comprehensive health centers, one convenient care center and six school-based health centers in Philadelphia.

Today, FPCN serves more than 15,000 patients annually and is a NCQA certified Patient-Centered Medical Home and recognized by HRSA as a National Quality Leader for Behavioral Health.

FPCN is opening Philadelphia's First Birth Center; its collaborating hospital is the University of Pennsylvania Hospital. This brand new 30,000 sq ft space will feature exam rooms, birthing suites, community meeting rooms and a gorgeous community garden park. The Family Health and Birthing Center will provide full prenatal, birth, and postpartum care in Southwest Philadelphia. Services include education on nutrition, exercise, childbirth preparation, breastfeeding, infant, and self-care; and mental health and substance abuse therapy for those who need it. These services will be provided by interdisciplinary teams of professionals led by nurse midwives and doulas, including behavioral health specialists, addiction counselors, social workers, and registered nurses. Additional services will include transportation assistance; lactation counseling; prenatal and parenting education; legal services; and complementary mind/body services, such as yoga, massage, and meditation. All staff will have training in anti-racism, justice, diversity, and inclusion (A-JEDI), trauma-informed care, and sanctuary model practices.

Position Summary

The Center Director oversees and manages the operations of clinical services and network activities at the health center. They upholds the mission of the organization by assuring quality care, staff retention, patient satisfaction, and fiscal soundness.

Team members are expected to uphold the health center mission by assuring that patients receive health care services that are competent, caring and meets with a high degree of satisfaction. In addition, staff must support FPCN's commitment to the creation of a trauma-informed system of care that continually recognizes and responds to the impact of traumatic stress on all those who have contact with the organization, including children, adults, families, caregivers, and staff.

Essential Duties:

  • Develops leads and facilitates a Center-based Management Team with representatives of each clinical discipline to foster collaboration and integration among services and to continually improve the efficiency and effectiveness of the service delivery, work environment and operations of the Center.
  • Works collaboratively with DFO, Financial Planning and Analysis Manager, and Director of Operations to ensure that operational systems within the Center are optimizing the effectiveness of billing, cash management, and other financial functions.
  • Contributes to development of center-based budget and assumes responsibility for staying within budget limits.
  • Supervises Center Staff, including Community Engagement staff, Social Services, Safety Advocates, Mind and Body Staff and Site Transportation Coordinator.
  • Defines job responsibilities and oversees work assignments and scheduling for above staff.
  • Responsible for review and approval of all staff submitted timecards as per payroll deadlines.
  • Assures that required staff training takes place such as CPR and OSHA and provides for other personal growth and education workshops as budget permits.
The Center Director is responsible for:
  • Ensures the timely and accurate completion of required paperwork and documentation.
  • Handles performance issues and participates in feedback with staff members and site level staff, including performance evaluations, discipline, and recommendations in conjunction with FPCN Employee Policies and Human Resources.
  • Works with clinical leaders to assure the dissemination of clinical practice and administrative information to support staff.
  • Assures data is collected by drivers, social services manager and outreach on key programs as needed for grant reports.
  • Assures patient access to services by overseeing appointment scheduling and assuring adequate staffing.
  • Assures that staff provides competent and culturally sensitive trauma informed anti-racist care to patients.
  • Develops and implements new clinical and wellness programs and services based on community need with collaboration with other stakeholders when applicable including data collection and metrics to analyze programs and new initiatives.
  • Assures that signage and posted materials in offices provides excellent communication to patients about policies, patient services, and patient education.
  • Participate in CQI and EMR super-users' group to advise on center efforts and value.
  • Works with IT and Human Resources to assure the timely completion of patient and staff satisfaction audits.
  • Performs CQI functions such as overseeing patient complaints and ensures that they are addressed and documented.
  • Reviews and responds to all After Visit Surveys including contacting all patients who report having a negative care experience at their visits and documenting reported reasons within EMR.
  • Assures the timely distribution of department after Visits Survey data to department leadership for review.
  • Assures timely and appropriate collection of data and reporting is carried out for all improvement activities such as chronic care collaborative.
  • Supports business development and marketing strategies by implementing special programs and open houses, and by overseeing the preparation and dissemination of promotional and educational materials.
  • Assures health monitor and on hold service are current and serve to educate patients about services and health care issues.
  • Provides administrative direction and coordination of current and long-range policies, procedures and programs affecting the Center. Ensures that all FPCN Employee Policies are provided, reviewed and acknowledged by all staff annually (New staff upon onboarding).
  • Represents the Center in interactions with regulatory, professional, educational and community groups.
  • Oversees and co-facilitates the Community Advisory Committee meeting for health center.
  • Assures that building and systems are performing adequately.
  • Oversees the inventory of supplies, acquisition of equipment/supplies and other service issues that impact on the delivery of service.
  • Reviews invoices.
  • Ensures compliance with RHD, FPCN, and other governmental agencies (i.e., HCFA, OSHA) policies and procedures.
  • Assures that fire drills and active shooter drills are conducted as required by regulation and maintains all appropriate documentation.
Requirements
  • Bachelor's degree required. Master's in public health, Business, or Healthcare Administration or related field preferred.
  • 3-5 years clinical and administrative experience in outpatient settings required; work with low-income communities desirable.
  • Excellent interpersonal and management skills, with the ability to exercise a high degree of initiative, judgment, and discretion.
  • Excellent oral and written communication skills. Strong negotiation and collaboration skills.
  • Ability to work independently as well as within a team.

Salary Description

$72,000 to $100,000
