This new agency was formed in 2021 and the law requires that investigations involving law enforcement agents use of deadly force must be truly independent and investigated by an agency unconnected to law enforcement or a prosecutors office.Our mission is to conduct fair, thorough, transparent, and competent investigations of incidents involving use of deadly force. This innovative approach to investigations will remove conflicts of interest, improve accountability and transparency, and renew the publics confidence. Through these efforts, we hope to strengthen the relationships between police and the community, build public trust, and promote effective policing. To help us carry out this mission, we are looking for Investigators of all levels to join our growing team.As an Investigator on our team, you will play an integral role in the investigations of complex, high-profile cases involving police use of deadly force. Your primary focus will center around assisting in evidence collection, helping conduct interviews, and aiding in coordination efforts with other investigative agencies, as well as participating in communications with family and community liaisons to ensure the public is well-informed and the process is transparent.*Responsibilities include but are not limited to*Investigations:- Respond immediately to scenes involving law enforcement use of deadly force.- Conduct trauma-informed interviews, primarily in-person, with involved law enforcement officers, witnesses, and others relevant to the investigation.- Objectively analyze investigative needs and employ a full range use of investigative methods and procedures, including drafting affidavits in support of search warrants, obtaining records and requesting forensic testing of critical evidence.- Follow-up with leads and document all investigative activities using a case management system in accordance with established rules and standards.- Manage and thoroughly document all investigative assignments in accordance with established priorities and standards of quality as established by OII.- Protect confidentiality of Criminal Justice Information (CJI) data.- Effectively testify during court and other proceedings if necessary.Documentation and Evidence Collection:- Adhere to legal requirements and responsibilities, as well as best practices, when identifying, collecting, and preserving evidence.- Organize and analyze case facts and evidence to determine the course of the investigation using appropriate methods and procedures.- Gather, review, and evaluate police reports, court records, autopsy reports, forensic reports, video surveillance and other related investigative material.- Complete thorough, timely and precise reports documenting all investigative measures taken.Coordination and Community Outreach:- Effectively communicate with family, community and tribal liaisons during critical incidents.- Coordinate with federal, local, and state law enforcement agencies, and other applicable stakeholders regarding investigations.- Liaise with Medical Examiners and Coroners offices to gather relevant information relating to the investigation, including attending autopsies of deceased parties.Development, Operations, and Governance:- Successful completion of required training programs to ensure the requisite knowledge, skill, and abilities are obtained (RCW 43.102.060).This training includes criminal investigations, interviewing techniques, Washington law and policies as well as training to better understand the impact and effect of racism in investigations and how to use an antiracist-lens when conducting independent investigations work.- Interpret relevant laws from the Revised Code of Washington (RCW) or Washington Administrative Code (WAC) pertinent to the mission of OII.- Participate in on-call rotations with 24-hour response availability and willingness to work non-standard hours, including long shifts, rotating shifts, holidays, and weekends, as required.- Consult and assist with development and review of agency policies and procedures.Requirements Required / Minimum Qualifications:- 4+ years of experience or education in a field related to investigations, criminal justice, sociology, psychology, and/or social services AND at least one year of experience working in investigations.- Ability to familiarize oneself with Washington States laws, practices, policies, and procedures related to criminal law, investigations, and policing.- Experience managing a caseload, prioritizing cases, and participating in multiple, long-term, assignments, which require the use of data and relevant information to assess and understand issues, evaluate options, and drive to decisions based on informed conclusions.- Ability to communicate with a range of audiences, including the ability to testify in court and/or legal hearings if required, and write detailed, comprehensive incident reports.- Experience or understanding of behavioral health issues, youth cognitive development, trauma-informed interviewing, as well as de-escalation techniques and utilization.- Must be able to successfully pass a pre-employment and background check, which includes a mental health evaluation, fingerprinting, and polygraph, as well as safely operate a state assigned vehicle for the purpose of conducting field work.Desired Qualifications- 2+ years of experience conducting forensic, criminal, and/or crime scene investigations.- Knowledge of relevant legislation, regulations, and experience working in quasi-judicial and judicial environments.- Knowledge of the rules of evidence/chain of custody necessary to protect the integrity of evidence that law enforcement gathers during an investigation.- Exceptional interpersonal skills including sensitivity, empathy, discretion, and tact when working with persons impacted by investigations and may also have sensitivity to issues related to culture and gender.- Experience conducting investigations using social media, mapping equipment, video forensics, and other electronic means.- Understanding
