Demonstrates and provides leadership, administration and management support in planning, organizing and directing fiscal related functions to include financial reporting, budget planning, financial forecasting and cash management. Responsible for developing the necessary policies and controls for the protection of the financial resources and assets, and for the overall control and planning of reporting departments. Recommends opportunities to contain costs, increase efficiency and enhance revenues in areas throughout the organization. Responsible for modeling expected payment from managed care contracts prior to their execution to ensure that their provisions permit the maximum reimbursement to the facility.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelors degree in Accounting or Finance.

EXPERIENCE:

1. Minimum of seven (7) years' experience in healthcare finance and prefer at least three years in a Finance Management position.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Masters degree in a Business Management related field.

2. Current CPA or CMA certification preferred.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Completes work accurately and within required time frames. Takes ownership for managing department, including addressing issues appropriately and timely. This includes, but is not limited to, collecting facts, addressing issues, following up as needed and documentation as required.

2. Provides management and executive management support in planning, organizing and directing fiscal related functions to include financial reporting, budget planning, financial forecasting and cash management.

3. Works with management in the development of draft business plans for new products, services and markets.

4. Oversees cash flow planning, as well as banking relationships.

5. Provides for the purchase and inventory control of supplies and equipment.

6. Conducts and reviews analyses of significant variances and trends in the financial performance of the organization to identify potential weaknesses in controls and policies.

7. Develops the annual operating budget, multi-year capital budget, and long-range strategic financial plan for the organization.

8. Possesses comprehensive knowledge of the operational requirements for all levels of Hospital and physician practice activities to provide appropriate guidance to administrative and management personnel responsible for the provision of hospital and physician services.

9. Maintains awareness of current developments, and trends in the provision of health care services within an acute care hospital and physician practices, and incorporates these trends into operational policies and procedures as applicable.

10. Directs the filing of all regulatory reporting, financial disclosure and quarterly bond covenants monitoring for Thomas Hospitals. Applies the rate increase granted by each managed care payer contract in a manner that maximizes payor reimbursement.

11. Ensures that all financial statements are appropriately stated by reviewing monthly balance sheet reconciliation, monthly income statement analysis, monthly volume variance explanations and other financial analysis and review as required.

12. Establishes and implements all approved accounting and financial control activities.

13. Directs and participates in providing and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services.

14. Exercises policy direction over the carrying out of the accounting functions throughout Thomas Health.

15. Assists in managing the facility's unbilled accounts receivable with a goal of no more than one day in gross revenue unbilled on an average daily basis.
