POSITION SUMMARY:

Reporting to the Chief Behavioral & Integrative Health Officer, the Director, Behavioral & Community Health leads strategic planning and provides leadership and vision for the Behavioral and Community Health Services focused on the development and implementation of services for patients that meet their social determinants of health.The Director, Behavioral & Community Health creates, communicates and implements innovative behavioral health programming that serves the needs of the LGBTQ+ community and other diverse communities.The Director, Behavioral & Community Health leverages industry knowledge and best practices to promote the mission and vision of Howard Brown Health as well as supports culture enhancement and management efforts.

PRINCIPLE DUTIES AND ACCOUNTABILITIES

BEHAVIORAL & COMMUNITY HEALTH FUNCTIONING

  • Leads the strategic planning, organization, supervision, implementation and maintenance of Howard Brown Health's Behavioral Health program alongside the Chief Behavioral Health Officer.
  • Oversees assigned reporting structure and positively contributes to departmental culture.
  • Ensures patients are offered low barrier, easy to navigate, community based behavioral services that are available to all regardless of their ability to pay and maximizes access to BHS services in alignment with Howard Brown Health's mission.
  • Remains current on developments in community based behavioral health services, public health and quality improvement.
  • Develops and implements innovative behavioral health programming in collaboration with internal and external stakeholders.
  • Oversees behavioral health education including supervision of teaching and development of training agreements.
  • Collaborates with other multi-disciplinary professionals and community agencies to provide high quality care, including referral to appropriate behavioral health specialists, if indicated.
  • Provides clinical consultation/supervision for Behavioral Health Services programs.
  • Develops departmental goals and objectives, establishes department procedures, and implements the development of programming to meet clinical and agency need.
  • Assures that Howard Brown Health delivery of behavioral health services is consistent with local, state, federal and internal policies and procedures, regulations and all applicable regulatory standards.
  • Participates, when appropriate, in the resolution of patient complaints and other expressed concerns by stakeholders.
  • Collaborates effectively cross-departmentally with other Howard Brown Health services, coordinates activities and behavioral health services as needed.
  • Coordinates and provides consultation to medical, case management, patient services, research and other departments as necessary related to direct services or crisis/emergency management.
  • Identifies and maximizes the administrative supports required for the department. Will be required to oversee office management, and coordinates referrals as necessary.
  • Works in collaboration with Howard Brown Health's staff to seek and secure additional revenue streams through direct services and grant funding to support departmental and agency programming.
  • Operationalizes and helps in the design of billing procedures, maximizing resources /billing options.
  • Creates a financial model for Behavioral Health Services that captures data regarding payor mix, productivity, reimbursement rates and types of services we offer-includes salary analysis, regular data reporting and tracking of services provided and services referred out.
  • Develops new relationships and strengthens existing relationships with other behavioral health and substance use preventionservice providers, agencies, and other groups as appropriate.
  • Provides education to the general public and other professionals through public speaking engagements and workshops as needed.
  • Assists communications in designing patient facing materials that describe Behavioral Health Services offered at Howard Brown Health
  • Participates in quality assurance activities including program evaluation, staff development, continuing education and assessing departmental outcomes.
  • Provides timely and succinct feedback to Primary Care Providers, case managers, linkage to care navigators and other staff regarding client condition and possible barriers to care for shared clients.
  • In addition to administrative and supervisory duties, the Director, Behavioral & Community Health provides assessment and therapy services on ad hoc basis, with a focus on cases requiring high-level review/supervision.

MINIMUM QUALIFICATIONS
  • Master's degree from an accredited institution of higher learning in Social Services, Mental Health, Clinical Counseling or related discipline required.Doctorate degree preferred.
  • Minimum six (6) years experience in clinical services in the behavioral health field required. Work experience in behavioral health, social services and/or community health services preferred. Of the six (6) years experience, at least three (3) years experience directly supervising other behavioral health professionals required.
  • Licensure or licensure eligible as a Psychologist, LCPC and/or LCSW in the State of Illinois at time of hire and at time of credentialing required.
KNOWLEDGE, SKILLS, ABILITIES:
  • Fluency in languages such as Spanish, American sign language and/or other languages utilized by clients at Howard Brown Health
  • Functional and proficient knowledge and practice of various models of integrated care
  • Ability to demonstrate an understanding and acceptance of equity, inclusion and diversity concepts, and that they are broader than just race, ethnicity, and gender
  • Knowledge of health disparities, substance use and domestic violence issues, especially within LGBTQ community
  • Demonstrated self-awareness, in terms of understanding their own culture, identity, biases, prejudices, power, privilege and stereotypes
  • Ability to document effectively in an electronic health record environment
  • Ability to work affirmatively with gay, lesbian, bisexual, transgender, queer (LGBTQ) and HIV positive patients
  • Theoretical and functional knowledge of utilizing harm reduction and strength based approaches
  • Ability to foster strong team building
  • Ability to demonstrate strong communication, organization and written skills
  • Ability to maintain the confidentiality and trust of clients
  • Knowledge and experience with LGBTQ+ populations and/or other communities disproportionately affected by health disparities
