The Fuels Section (FS) manager is responsible for implementing various aspects of California's Low Carbon Fuels (LCFS) program to promote alternative fuel deployment.

This section is responsible for implementing the LCFS by working with fuel reporting entities to ensure proper registration in the LCFS and reporting of data, analyzing data submitted by fuel reporting entities and preparing this data for dissemination to the public in various forms, and developing and implementing provisions to promote alternative fuel deployment. The section works closely with staff from other jurisdictions to facilitate other low-carbon fuel policies, and with stakeholders across the program to facilitate program understanding and implementation. The section is also responsible for developing and maintaining the LCFS reporting tools and data management system that facilitates reporting, credit banking and transfers, and settling compliance obligations. The section interacts with California Air Resources Board (CARB) management, other agency staff, and stakeholders regularly.

Under direction of Assistant Division Chief, the Air Resources Supervisor (ARS) I manages the day-to-day operations of this section that focuses on leading/mentoring staff in ensuring reliable and stable implementation of the LCFS. The ARS I supervises scientific, economic, and engineering work related to implementation of reporting provisions and compliance provisions. The ARS I is responsible for developing constructive relationships with other managers/staff within CARB; working with industry and the public; and communicating issues. The ARS I works closely with the Branch Chief and other managers in the Branch to implement Branch and Division priorities and policies, hire staff, manage staffing and contract resources, identify projects and set appropriate deadlines, reinforce personnel and procedural policies, review deliverables for policy and scientific accuracy, resolve sensitive program and personnel issues with tact and diplomacy, and represent the program in meetings within CARB and the public,deliverables for policy and scientific accuracy, resolve sensitive program and personnel issues with tact and diplomacy, and represents the program in meetings within CARB and the public. This section also provides assistance to the other sections in the branch and works with the Branch Chief in all matters related to the implementation of the LCFS regulation.

About the LCFS: The LCFS is a key part of a comprehensive set of programs in California to reduce Green House Gas (GHG) emissions and other smog-forming and toxic air pollutants by improving vehicle technology, reducing fuel consumption, and increasing transportation mobility options. The LCFS is designed to decrease the carbon intensity of California's transportation fuel pool and provide an increasing range of low-carbon and renewable alternatives, which reduce petroleum dependency and achieve air quality benefits.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
