Right-of-Way Agent I: $22.06 - $33.47 per hour

Right-of-Way Agent II: $24.90 - $29.43 per hour

This position offers a _Trainee Status* _at the following pay rate: $21.21 per hourThe State of New Hampshire, Department of Transportation, Bureau of the Right-of-Way, has a full-time vacancy for a Right-of-Way Agent I- II.

SUMMARY:
ROW AGENT I: To assist Right-of-Way Agents in negotiations for property acquisitions and relocation of displaced persons and businesses and research Right-of-Way negotiation information.

ROW AGENT II: To negotiate for purchase of uncomplicated property acquisitions and provide assistance for the relocation of homes, farms, businesses and non-profit organizations, their occupants, and all items of improvement affected by Federal, State and Local projects as outlined under the Federal Uniform Relocation Act and State law. This position is expected to perform these accountabilities with minimum guidance.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:
Right-of-Way Agent I:
Education: Bachelor's degree from an accredited institute of higher education.

Experience: No experience required. Each year of approved work experience in real estate, land acquisition, business, negotiation or rural and urban property relocation or at the Level of Engineering Technician IV may be substituted for one (1) year of formal education.

License/Certification: Applicant must possess a valid New Hampshire driver's license and/or have access to transportation for statewide travel. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. By end of probationary period, employee must become a Notary Public or Justice of the Peace.

Right-of-Way Agent II:
Education: Bachelor's degree from an accredited institute of higher education.

**Experience**:Two (2) years' experience in real estate sales, land acquisition, business, negotiation or rural and urban property relocation at the Engineering Technician IV level, two (2) years of which shall have been at the level of Right-of-Way Agent I or Right-of-Way Relocation Advisor I level. Each additional year of approved work experience may be substituted for one (1) year of required formal education.

Preferred Qualifications: Working knowledge of the Uniform Relocation Assistance and Real Property Acquisitions Act of 1970, as amended.

SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

RESPONSIBILITIES:
Right-of-Way Agent I:
~ Prepares plans for experienced agents to use in negotiating with owners for property acquisitions.

~ Assists the experienced Right of Way Agents II and III, prepares uncomplicated deeds, and other legal instruments necessary to acquire title to real estate.

~ Attends public hearings. Assists with setup, amplification, and recording testimony of public hearings and meetings.

~ Prepares record plans for permanent Right-of-Way records.

~ Researches and provides Right-of-Way information to the general public and others.

~ Under the guidance of experienced Right-of-Way agents II and III, performs field inspection of project with owners and others, interviews persons affected by project acquisition, inspects displacees' property, and explains acquisition process and relocation assistance benefits available in accordance with the Federal Uniform Relocation Act and State laws.

~ Assists with preparing conceptual studies to be used in environmental documents.

~ Writes general specifications for and oversees the relocation of signs, fen
