Monitoring, Evaluation and Learning (MEL) Associate to support the Institute’s MEL agenda as

part of its MEL team. New Lines is a nonprofit and nonpartisan think tank in Washington, D.C.,

working to enhance U.S. foreign policy based on a deep understanding of the geopolitics of the

different regions of the world and their value systems. The Institute’s portfolio of work covers a

range of topics of interest to U.S. policymakers, the Institute’s primary audience.

**Job Description**:
The MEL Associate will play a vital role in supporting the organization's monitoring, evaluation,

and learning efforts. The MEL Associate, who reports to the MEL Senior Director, will assist in

the design, implementation, and analysis of monitoring and evaluation activities to assess the

effectiveness and impact of our projects and programs.

**Responsibilities**:
1. Project Management
- Assist in designing forms, reports, and dashboards for the Institute’s internal use to

document, monitor, evaluate, and extract lessons from various projects documents,

including Concept Notes, Project Implementation Plans, Quarterly Progress Reports,

Completion Reports, and other relevant documents. 
- Coordinate project planning processes and support the implementation of the new

project management portal (Microsoft Azure).
- Collaborate closely with the IT team to provide support in designing, rolling out, and

maintaining relevant online platforms, databases, and workflows.
- Conduct data entry and quality checks to ensure timely data collection, accuracy, and

completion in designated systems. This includes following up on data entry deadlines,

actively communicating with staff and fellows to facilitate data collection,

verification, and entry processes.
- Assist with building, mapping, and maintaining databases as needed in collaboration

with staff and fellows.
- Support Project leads and other team members with their project documentation,

uploading in the system, data tracking, analysis, and reporting.
- Provide administrative support to the project teams in communications and

coordination with the Senior Director.

2. Monitoring
- Assist in developing and implementing monitoring frameworks, tools, and data

collection methods.
- Collect and analyze quantitative and qualitative data to track project progress and

performance indicators.
- Ensure the completion of Weekly updates, post-event/trip evaluation forms and other

monitoring tools in collaboration with relevant team members.

3. Evaluation
- Support the planning and execution of evaluations, including institutional and projectlevel

evaluations.
- Contribute to the analysis and interpretation of evaluation findings and assist in

preparing evaluation reports.

4. Learning
- Assist in synthesizing lessons learned from monitoring and evaluation activities.
- Support knowledge management efforts by documenting best practices, success

stories, and case studies.
- Contribute to the dissemination of evaluation findings and recommendations to

internal and external stakeholders.
- Support the Senior Director in developing and implementing a learning strategy

across the Institute, including a weekly learning series, other new learning programs,

knowledge products (such as case studies, lessons learned summaries, and others) and

dissemination both internally and externally.
- Facilitate a culture of learning within the organization by synthesizing

and disseminating lessons learned from monitoring and evaluation activities.
- Identify best practices and areas for improvement based on evaluation findings.
- Support capacity-building within the organization by sharing knowledge and building

skills related to monitoring, evaluation, and learning methodologies.
- Coordinate and support the events and projects with external partners, such as

learning events/workshops with external partners and independent evaluations with

external independent evaluator (s).

5. Capacity-Building:

- Provide training and technical support to program staff and partners on monitoring,

evaluation, and learning methodologies.
- Support the integration of MEL principles into project planning and implementation

processes including in the project management portal.
- Research, develop, and otherwise understand new and upcoming MEL techniques and

technologies and make recommendations for best practices at the New Lines Institute.

6. Other:

- Develop, update, and edit various program documents.
- Coordinate and facilitate meetings with internal team members and external partners.
- Perform other duties as assigned.

Qualifications:

- A bachelor’s degree in public administration, international development, or economics. A

graduate degree is a plus.
- At least three years of professional work experience in policy analysis, monitoring,

evaluation and learning.
