**Duties**:
**WHAT YOU'LL BE DOING DAY TO DAY**

As a Budget Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:

- Preparing background material for use in briefing to officials scheduled to appear before Congressional appropriations committees or other oversight groups and in the strategic planning of defending a budget.
- Providing expert advice on budget formulation, budget presentation, and budget execution.
- Developing proposed budgetary policy and procedural guidance for subordinate program offices.
- Managing and performing the fiduciary responsibilities associated with the financial and budget administration systems which ensures against over obligation of funds and avoiding the premature release of budget authority levels in excess of those appropriated, authorized or distributed by law.

**Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.**

**WHAT WE ARE LOOKING FOR**

**Minimum Qualifications**:

- **For GS-09**:You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing** at least two (2)** of the following:
- Performing routine budget administration functions in the review, formulation, execution, justification, and/or presentation of a program areas budget.
- Participating in the preparation of program area budget submissions by developing tabular and/or narrative portions of formulation budgets.
- Reviewing, editing, and/or consolidating annual and multiyear budget estimates for assigned programs into a consolidated budget request.

**-OR -**
**Education**: Successful completion of at least two (2) full years (36 semester/54 quarter credits) of progressively higher-level graduate education leading to a Master's degree or Master's or equivalent graduate degree or a LL.B. or J.D., if related in an accredited U.S. education program. - **For GS-11**:You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing** at least three (3)** of the following:
- Developing data for use in the formulation and execution of annual supplemental budget requests, budget amendments, deferral actions and/or proposed rescissions.
- Preparing or recommending operating budgets for the program area in conjunction with the budget officer and/or administrative officers.
- Preparing a variety of background budget and/or statistical data to justify funding requirements of program plans.
- Developing recommendations for budgetary adjustments to support unanticipated changes in the organization's program operations and/or funding.

**Education**: Successful completion of at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or a LL.M., if related in an accredited U.S. education program.
