**Role Overview**:
The Contract and Procurement Specialist is responsible for working hand in hand with the Director of Legal Services on all contract drafting, contract management, and public records requests. As well, this position will support agency procurement as it relates to printing and special projects, procurement of larger purchases that need to go through either the Request for Quote (RFQ) or Request for Proposal (RFP) process and work in a backup capacity for other Agency Buyers. This position serves all Lt. Governor’s agencies; including the Business Office, Executive Office, Office of Community and Rural Affairs, Indiana Destination Development Corporation, and the Indiana State Department of Agriculture.

**Salary Statement**:
The salary for this position traditionally starts at $53,222 but may be commensurate with education or work experience.

**A Day in the Life**:
The essential functions of this role are:

- Draft form-approved and non-form-approved contracts and grant agreements
- Work directly with outside vendors and grantees on bidder and vendor registration
- Manage contract schedules and calendars
- Perform detailed legal research and provide advice on findings
- Fully understand Open Door and Open Record laws and regulations. Aid in document collection and response drafting for public records requests
- Obtain Delegation of Purchasing Authority certification from the Indiana Department of Administration (IDOA)
- Assist all agencies with large purchases or service contracts according to IDOA policies. Handle RFQ and RFP processes
- Develop, revise, implement, and train on procurement procedures
- Escalate non-routine requests for information on policy interpretation to the Director of Legal Services or Director of Operations
- Manage all custom printing projects following strictly the procurement policies
- Have a strong understanding of print design software, and standard printing terms, along with some graphic design aptitude
- Assist agencies in creating or adapting artwork, layout, file format, and other design needs
- Serve as the liaison with the state’s QPA print provider and other printing companies. Build a solid working relationship with all vendors and the IDOA vendor managers in order to facilitate ease within the print ordering process
- Serve in a back-up capacity for the other Agency Buyers

**What You'll Need for Success**:
You must meet the following requirements to be considered for employment:

- Bachelor’s degree preferred; work experience in one of the fields described herein may be substituted for a degree.
- Education and/or experience in a legal services field preferred
- At least three (3) years of work experience, ideally but not limited to work experience in a procurement contract administration, and/or legal services setting
- Specialized knowledge of the principles, laws, regulations, theories, and practices of State Government as it pertains to procurement and contracts, or, at a minimum, critical thinking skills and the willingness and ability to obtain such broad knowledge while employed in this position
- Broad knowledge of the Microsoft Office Suite including InDesign and Creative Cloud
- Advanced knowledge of project management principles
- Ability to analyze policies and procedures and recommend improvements
- Excellent oral and written communication skills
- Ability to work independently, anticipate problems, and initiate corrective actions
- Excellent problem-solving and analytical skills
- Ability to effectively prioritize a variety of projects and functions
- Ability to establish and maintain effective working relationships
- Ability to manage multiple projects with competing deadlines
