The Indirect Global Sourcing Leader (GSL) - IT is responsible for leveraging spend across the business, creating and executing strategic cost savings projects and driving out cost within the category of Information Technology (IT) with specific focus on software, hardware, IT infrastructure equipment, and related IT services. This position has potential to drive competitive business advantage by implementing innovative strategies for cost reduction, quality, and delivery across non-production expenditures for goods and services.

Internal stakeholders will rely on the GSL’s extensive experience and judgment to plan and accomplish goals/strategies and perform a variety of tasks which allow for a wide degree of creativity and latitude.

**Primary Duties and Responsibilities**
- (40%) Perform and project manage sourcing events from inception to implementation. Includes:

- Project charter / discovery. Create team (stakeholders), review spend data and define sourcing strategy.
- Identify potential suppliers; prepare and conduct Request for Proposals/Quotes
- Perform competitive bidding process including make vs Buy | In-source vs. outsource analysis.
- Negotiate for best overall total cost of indirect materials, service, and delivery along with formulating contract negotiations in the form of terms and conditions or master purchase agreements.
- Manage supplier relationships with vendors spread across globally.
- Adhere to all IT cybersecurity and data privacy practices.
- Review Capital Asset Requests to ensure proper procurement protocol has been followed.
- Coordinate and facilitate supplier reference calls.
- Present supplier recommendation for approval and contract award
- Contract implementation.
- (30%) Manage strategic supplier relationships (i.e., 3rd party agencies, service, and material providers).
- Evaluate, measure, and report Supplier performance metrics and scorecards.
- Support requests from functional departments for critical purchases and support.
- (25%) Identify sourcing opportunities with functional leaders for cost improvement.
- Conduct competitive market pricing assessment.
- Identify opportunities for innovation and process improvement.
- Lead and perform contract reviews for T&C compliance, SOW (Purpose, description, pricing, delivery, supplier, and Spectrum’s delivery)
- (10%) Champion IT contract management needs.
- Liaise with Legal and IT teams to formulate contracts.
- Manage IT contract re-negotiation and expiration timelines proactively.
- Support annual budgeting cycle.
- Create spend reports for IT management.
- Act as a point of escalation for challenges, concerns, and ideas.

**Education and Experience Profile**
- A bachelor's degree in a business or technical field; MBA is desirable.
- 5 years relevant experience in Supply Chain Management or Procurement; and 3 years of experience in Indirect Procurement and/or software, hardware, information technology infrastructure equipment, software, services, communication, and other related IT services categories required.

OR
- 5 years of commodity management experience in Indirect Procurement for software, hardware, information technology infrastructure equipment, and related IT services categories required.
- 2-3 years indirect sourcing/procurement experience, preferably in a multi-site operating environment; global experience a plus.
- Experience in structuring contracts, collaborating with Legal and managing business relationships.
- Contract negotiation and management expertise to review and negotiate for Terms and Conditions (T&C) compliance and Statement of Work (SOW) clarity.
- Experience in Finance, Legal/or management is a plus.

- Highly motivated self-starter and ability to work independently as well as within the framework of a team.
- Capability to work and remain calm in a fast-paced, pressurized environment.
- Ability to manage multiple projects and activities that often have competing priorities.
- Global business practices’ awareness to deal with global suppliers.
- Advanced proficiency in MS Office, including Word, PowerPoint, Excel & Outlook.
- Familiarity with a variety of technical platforms and methodologies (preferred)
