The Executive Director interprets the policies as set forth by the Commissioners of the Housing Authority, the Department of Housing and Urban Development (“HUD”), the Department of Economic and Community Development (“DECD”), and the Connecticut Housing and Finance Authority (“CHFA”). Formulates detailed procedures and is responsible for final results.
- Provide senior leadership and strategic direction to the organization
- Manage day-to-day operations and ensure efficient and effective functioning of all departments
- Develop and implement strategic plans to achieve organizational goals and objectives
- Lead and inspire a team of employees, fostering a positive work environment and promoting professional growth
- Oversee financial management, including budgeting, forecasting, and financial reporting
- Identify opportunities for process improvement and implement best practices to optimize organizational efficiency
- Drive business development initiatives, including identifying new opportunities, cultivating partnerships, and negotiating contracts
- Collaborate with the Board of Directors to develop and execute the organization's vision and mission
- Represent the organization in external relationships, including with stakeholders, partners, and the community
- Ensure compliance with relevant laws, regulations, and industry standards

Qualifications:

- Proven experience in senior leadership roles, preferably as an Executive Director or similar position
- Strong strategic planning skills with the ability to translate vision into actionable plans
- Demonstrated leadership abilities with a track record of successfully managing teams and driving organizational growth
- Proficient in operations management, including budgeting, financial analysis, and resource allocation
- Experience in process improvement methodologies to drive operational excellence
- Strong business development skills with the ability to identify opportunities and negotiate partnerships or contracts
- Excellent project management skills with the ability to prioritize tasks and meet deadlines
- Exceptional communication and interpersonal skills to effectively engage with stakeholders at all levels
- Must have knowledge of HUD Regulations, submission requirements
- Thorough knowledge of federal, state, and municipal laws, ordinances, rules, regulations, and resolutions pertaining to public housing authorities.
- Thorough knowledge of the principles, theory, and methods of managing all Public Housing Programs.
- Must have thorough knowledge of the state elderly housing programs.
- Through knowledge of redeveloping federal and state properties.
