**Minimum Qualifications**

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

Six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows: development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including USDOT grants, related to modal or intermodal services; policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services; development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying); planning, marketing, management, or operation of modal or intermodal transportation systems and services; or direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.

An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

**Duties Description**

Under the direction of an Associate Capital Program Analyst, SG-23 (or equivalent title), the Intermodal Transportation Specialist 1 shall provide for support of the Enforcement Unit activities.
These duties may include:

- Act as an intermediary between Motor Vehicle Inspectors/Motor Carrier Investigators andDepartment Attorneys, as well as the Office of Proceedings, in relation to Notices of Violations(NOVs) issued to motor carriers.
- Serve as the first point of contact for commercial motor carriers who have received NOVsregarding safety regulations and oversize/overweight permit requirements.
- Provide information and respond to inquiries regarding the administrative process for NOVs,including possible resolution and tentative settlements.
- Assist in development of settlement recommendations where appropriate.
- Investigate carriers and analyze Department records and external databases to create acomprehensive history of carrier compliance.
- Review and analyze case files for accuracy and completeness. Must be able to use professionaljudgement to supplement as needed.
- Coordinate with Motor Carrier Investigators and Motor Vehicle Inspectors in preparing evidencein files to assist Department attorneys at administrative hearings.
- Oversee and assist in the notification and collection process associated with NOVs.
- Work with calendaring, database and document handling systems to record and update casestatus, rulings and orders through final resolution/disposition.
- Assist in supporting other Departments within the Division of Legal Affairs.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
