**Duties**:
**This posting is for a permanent position in a hybrid telework capacity. It is not eligible for 100% distant/remote telework.**

In addition, this position provides expert technical advice in the monitoring and evaluation of contractor activities on contracts covering Library wide systems. They will direct, coordinate, and approve detailed planning design, development, programming, testing, documentation, training and implementation of IT systems using outside vendors and/or contractors. They will collaborate with vendors and end users on a daily basis to ensure that contract requirements are met, and that all activities are performed in compliance with the terms of the contract. The incumbent will be required to obtain and maintain appropriate COR certifications needed for all phases of contract administration including pre-award and selection; management of the life of the contract and closeout.

This position will facilitate high-level meetings with various stakeholders across the Library, conduct research into current and emerging technologies, and prepare briefings and presentations for audiences at all levels of management on topics associated with the development of systems at the Library.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

**Ability to supervise and lead a diverse workforce.**

**Ability to communicate in writing.**

**Knowledge of web technology and services.**

**Education**:
This job does not have an education qualification requirement.

**Additional information**:
Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
