The primary purpose of the TRAINING TECHNICIAN, GS-1702-7/9, is to serve as the Force Development Manager and office of primary responsibility (OPR) for unit training programs managed in support of the Wing and its geographically separated units (GSUs). The office provides technical guidance and assistance to commanders, managers, and supervisors at all levels regarding education and training programs in support of federal, state and local missions, ensuring programs are in place to manage upgrade, qualification, in-garrison, expeditionary training and other military training functions as well as to administer post high school technical education and college programs.
- Plans, directs, organizes, and coordinates operations of multimedia education and training programs. Serves as test examiner and the alternate test control officer. Responsible for security, ordering, inventory, and destruction of all tests. Schedules and administers examinations. Ensures testing equipment is properly maintained and secured. Completes required reports as directed.
- Serves as resource advisor for budget of formal school workdays and travel resources. Coordinates with higher headquarters for days and dollars pertaining to MEST. Analyzes annual Formal Schools workday guidance and annual MEST guidance to determine implementation requirements and coordinates/monitors for budgetary changes and advises Wing leadership at all levels on prioritization of available resources.
- Assists with the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids. Schedules and conducts formal classroom instruction. Develops educational and training objectives and measurement devices.

At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.

**Qualifications**:

- **TRAINING TECHNICIAN, GS-1702-09**: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experiences that demonstrated the particular of competencies - knowledge, skills, abilities, and behaviors to successfully perform the duties of the position; Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory; Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs; Conducting, supervising, or developing education or training programs; Knowledge in the Army or Air Force education and training policy requirements; Managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques.
- **TRAINEE POSITION**:Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated.
