The primary purpose of the TRAINING TECHNICIAN, GS-1702-7/9, is to serve as the Force Development Manager and office of primary responsibility (OPR) for unit training programs managed in support of the Wing and its geographically separated units (GSUs).

The office provides technical guidance and assistance to commanders, managers, and supervisors at all levels regarding education and training programs in support of federal, state and local missions, ensuring programs are in place to manage upgrade, qualification, in-garrison, expeditionary training and other military training functions as well as to administer post high school technical education and college programs.

Plans, directs, organizes, and coordinates operations of multimedia education and training programs. Serves as test examiner and the alternate test control officer. Responsible for security, ordering, inventory, and destruction of all tests. Schedules and administers examinations. Ensures testing equipment is properly maintained and secured. Completes required reports as directed.

Ensures application procedures for skill level technician training and resident Professional Military Education (PME) schools are complete and in accordance with prescribing directives.

Acts as the liaison between the units and the OPRs for ancillary training matters.
Serves as resource advisor for budget of formal school workdays and travel resources. Coordinates with higher headquarters for days and dollars pertaining to MEST.

Analyzes annual Formal Schools workday guidance and annual MEST guidance to determine implementation requirements and coordinates/monitors for budgetary changes and advises Wing leadership at all levels on prioritization of available resources.

Assists with the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids. Schedules and conducts formal classroom instruction. Develops educational and training objectives and measurement devices.


The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.

In addition, the position must meet one of the following:

It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.


At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.

May make additional selections within 90 days of eligible(s) issuance.
