**Duties**:
You will:

- Develop and implement stakeholder and EPA partnerships for environmental protection programs.
- Review grants, cooperative agreements, and /or interagency agreements activities related to the initiation, administration, and/or close-out of variety of grants, cooperative agreements, and/or interagency agreements (IAGs),including responsibility for monitoring performance.
- Serve as a member on ad hoc teams, dealing with competing demands and priorities. Prepare written materials; and make briefing and presentation to a variety of audiences.
- Serve as a technical/programmatic specialist in providing information to state local and /or tribal governments and non-profits to help facilitate assigned environmental protection programs development within municipalities/towns/tribes.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. **Qualifications**:
NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-11 level, you must have one of the following:

- 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as assisting in the review of grants, cooperative agreements, and/or interagency agreements for accuracy and completeness; and preparing briefings, reports, and/or presentations.
- Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
- equivalent combination of education and experience

To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as reviewing and/or preparing grants, cooperative agreements, and/or interagency agreements for accuracy and completeness; providing technical advice to internal and external stakeholders on regulations and/or guidelines relating to grants/cooperative agreements; and preparing briefings, reports, and/or presentations.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

- Knowledge of environmental laws and regulations, principles, practices, and methods relating to environmental protection programs.
- Knowledge of federal grants, cooperative agreements and interagency agreements regulations, policies, and procedures.
- Ability to interpret federal grants and cooperative agreement regulations and guidelines sufficient to provide technical guidance to internal and program staff and external stakeholders.
- Skill in project management.

- Skill in written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
