This position is located in the Department of Human Services (DHS), Office of Program Review, Monitoring and Investigation (OPRMI), Internal Affairs Division (IAD). The incumbent performs investigations into allegations of employee, volunteer and contractor violations of Federal and District statutes, District government personnel regulations and DHS policies.

Our approach to preventing homelessness and supporting individuals and/or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services.
**Duties and Responsibilities**
Plans, organizes, conducts, and manages complex investigations of alleged or suspected violations of District of Columbia and United States Government laws, statutes, and regulations, as well as DHS policies and guidelines. Provides clear, concise, and persuasive briefings to management as to the status of investigations. Responsible for the timely resolution of assigned matters and delivering the results by either live testimony, written report, or both. Identifies violations, investigates wrongdoing, preserves evidence, ensures the Constitutional rights of suspects and witnesses are protected during investigations, and presents findings to the necessary and appropriate authorities for action and/or prosecution.
Determines methods of obtaining, preserving, and presenting evidence while ensuring conformance with “Rules of Evidence” statues. Testifies in court and before appropriate authorities regarding investigative activities. Independently develops and conducts investigations and analyzes information arising from allegations of irregularity, fraud, conflict of interest and impropriety. Assists with providing direction, guidance, and assistance to junior investigators.
**Qualifications and Education**
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
A bachelor's degree in criminal justice, psychology, business law, or other closely related field gained from an accredited college or university is highly desirable. **(preferred)**
**Licenses and Certifications**
Incumbents must possess a valid driver’s license.
**Working Conditions/Environment**
The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated. This position also requires traveling to all parts of the Washington Metropolitan area.

**Tour of Duty**: Monday - Friday 8:15am to 4:45pm **(This position may require working on weekends as needed.)**

**Collective Bargaining Unit**: This position is in a collective bargaining unit represented by AFSCME 2401 and union dues may be collected.
**Emergency Designation**: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
