Metra’s Law Department is led by the General Counsel who reports directly to the CEO and the Metra Board of Directors. The department provides legal guidance and support to the Board of Directors, the executive team and every department in the organization. The department is composed of three areas: Litigation/Risk Management, Corporate/Regulatory, and Governance. The department focuses on preventing legal issues at every feasible level and defending the agency’s position if issues arise.

Reporting to Deputy General Counsel, the Manager Paralegal will supervise, coordinate, and participate in the day-to-day activities of the paralegals performing a variety of legal duties assigned by in-house and outside counsel; oversee the provision of legal, administrative, and clerical support to attorneys and outside counsel; prepare legal documents and cases for trial, interview clients, perform legal research, and assist with discovery. May be assigned tasks specific to paralegal staff development, litigation, risk management, or corporate law.

The position will require specialized, technical, and/or functional expertise within one or more of the assigned areas.

The primary duties include:
Supervise paralegal staff responsible for performing legal duties assigned by in-house and outside counsel including preparing legal documents and correspondence, interviewing clients, performing legal research, assisting with discovery, and preparing cases for trial.

Review and evaluate work; determine procedures; assess workload and expedite workflow; implement corrective measures when needed; and assess and ensure staff training needs are met.

Perform difficult and complex legal research requiring a high level of technical competence; assist attorneys with drafting and maintaining written correspondence and discovery; preparing and filing pleadings and affidavits; summarizing depositions and medical records; and responding to Freedom of Information Act (FOIA) requests.

Coordinate the scheduling and docketing of deadlines, court dates, depositions, site inspections, court reporters, as well as meetings with witnesses, doctors, experts, and all relevant parties.

Retrieve and verify legal sources and citations from statutes, recorded judicial decisions, and legal articles; and prepare matters for negotiation, arbitration, mediation, and trial.

Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives.

Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures.

Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures.

**Job Requirements**

1. An Associates degree in Paralegal Studies or a Paralegal Certificate from an ABA accredited institution or in lieu of the specified degree a combination of education and experience that equals two (2) years performing law office administration or providing paralegal services.

2. In addition to #1, must have six (6) years of increasingly responsible experience performing law office administration or paralegal work such as conducting research, preparing documents, scheduling meetings, maintaining files, and drafting responses to requests and appeals.

3. Must have two (2) years of team lead or supervisory experience in a law office or in a legal environment.

4. Considerable knowledge of:

- law office administration, including litigation and transactional processes, records management, electronic discovery, court procedures, state and federal court filing systems and requirements, pleading rules, and subpoena process.
- legal terminology and practices, research techniques and methodologies, recordkeeping, case management, and report preparation.
- civil procedures, personal injury law, and regulatory agency reporting and record keeping requirements.

5. Working knowledge of local, state, and federal laws (e.g., the Federal Employers' Liability Act (FELA), Public Records Act (PRA) or FOIA, personal injury and civil rights).

7. Excellent:
