**JOB SUMMARY**:
The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices for Expanded Learning (Before/After School Programming).

**ESSENTIAL DUTIES AND RESPONSIBILITIES**:

- **Recruitment and Staffing**:

- Oversee the recruitment process, including job postings, job advertising, resume screening, interviewing, hiring, and retention strategies.
- Collaborate with departmental managers to understand skills and competencies required for openings.
- Conduct new employee orientations and onboarding processes.
- Creatively and innovatively solve for staffing shortages.
- Oversee and Conduct hiring recruitment.
- Present opportunities at colleges and career fairs.
- Prepares monthly hiring and termination trends report; reviews with the managers.
- **Employee Relations**:

- Manage and resolve complex employee relations issues.
- Conduct effective, thorough, and objective investigations.
- Maintain a positive working environment and help address employee concerns.
- **Performance Management**:

- Develop and implement performance management systems to evaluate and improve employee performance.
- Assist managers with employee performance evaluations and action plans.
- Ability to work a flexible schedule including weekends, evenings and holidays as needed.
- Determine and implement practices necessary to establish a positive employer-employee relationship and promote a high level of employee engagement morale.
- **Compensation and Benefits**:

- Administer compensation and benefit plans.
- Monitor and ensure compliance with state and federal regulations.
- **Policy Development and Implementation**:

- Develop, implement, and enforce HR policies and procedures.
- Ensure the company complies with all employment laws and regulations.
- Review and update job descriptions as necessary.
- Work with managers to develop timely, accurate and relevant job descriptions.
- Work closely with School Districts and Partnerships.
- Guide, monitor, and support managers and supervisors with the Company’s disciplinary system and expectations, up to and including terminations.
- **Training and Development**:

- Identify and assess training needs within the organization.
- Design and implement employee development programs.
- Monitor and evaluate training programs to ensure they are current and effective.
- Coach and train managers in their communication, feedback, recognition, and interaction with employees.
- Ability to trust and maintain confidentiality.
- Through knowledge of employment-related laws and regulations.
- **HR Metrics and Reporting**:

- Develop and analyze HR metrics to measure the efficiency and effectiveness of HR programs.
- Prepare and maintain reports on HR activities, such as hiring, turnover, and employee performance.
- Ensure that accurate, complete and organized personnel records are maintained for all employees.
- Monitor compliance and tracking of all mandated training programs and certifications (NCLB, CPR, Mandated Reporter, Sexual Harassment)
- **Compliance and Legal**:

- Ensure legal compliance throughout human resource management.
- Maintain employee records according to policy and legal requirements.
- Stay updated with changes in employment law and ensure the organization’s HR policies reflect these changes.
- **Leadership**:

- Provide guidance and leadership to the HR team.
- Foster a positive and collaborative working environment within the HR department.
- Possess and demonstrate excellent customer service skills: for example, Friendly, personable, helpful, patient, and professional.

**EDUCATION and REQUIREMENTS**:

- Bachelor’s degree in Human Resources, Business Administration, or a related field. Master’s degree or HR certification (e.g., PHR, SPHR) is preferred.
- Proven experience as an HR Manager or in a similar HR role.
- Strong knowledge of labor laws and HR best practices.
- Excellent interpersonal and communication skills.
- Strong problem-solving and decision-making skills.
- Ability to act with integrity, professionalism, and confidentiality.
- Proficiency with HRIS and other HR-related software.
- Ability to use the Microsoft Suite; Word, Excel, PowerPoint.
- Ability to provide and receive feedback constructively.
- Strategic thinking and problem-solving skills.
- Ability to work in a fast-paced environment and manage multiple priorities.
