Intelligence Operations Specialist

**Duties**:
You will be required to evaluate information and data to identify potential indicators of insider threats and interact with senior government and military officials and field level personnel to provide assessments and guidance on insider threat matters related to the CG.

Being a CG civilian makes you a valuable member of the team.

Typical work assignments include:

- Evaluating data and information, discerning contexts, recommending courses of action, preparing products for customers, and continuously evaluating the efficacy of analytic techniques.
- Analyzing the results of User Activity Monitoring to detect insider threat behavior and other suspicious activity.
- Evaluating and analyzing other sources of information to detect insider threat behavior and other suspicious activity.
- Contributing to in-depth studies involving the assessment of present and future threats to USCG information, personnel, resources and facilities by government employees, contractors, or other personnel with authorized access.
- Supporting ongoing inquiries, investigations and operations with intelligence community, security, law enforcement, administrative, command, and legal personnel.
- Providing in-depth briefings pertaining to USCG insider threat matters to authorized personnel.

- U.S. Citizenship is required.
- This position requires a Top Secret/SSBI clearance.
- Must be able to complete a Single Scope Background Investigation (SSBI).
- Must be willing to undergo CI Scope Polygraph
- Incumbent must sign a non-disclosure statement.

This position is in the EXCEPTED SERVICE. Pursuant to 50 USC 3024(v), this position is being established in the excepted service as an element of the intelligence community within the U.S. Coast Guard.

Excepted Service appointments are appointments within the Federal Government that are excepted from civil service procedures and do not confer competitive status.

**Qualifications**:
At the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience includes performing analysis and production tasks relative to an assigned area(s) in political, economic, social, cultural, physical, geographic, technical or military conditions for one or more foreign countries; planning, implementing and maintaining data bases for all aspects of operations required to process all source material and the production of technical or operational intelligence; identifying intelligence gaps, specifics collection requirements to fill gaps, and develops analytical tools and methodologies to cope with the gaps; serving as a collection management representative.

At the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience include: serving as a recognized expert throughout the Intelligence Community (IC) on Insider Threat including evaluating information and data to identify potential indicators of insider threat matters.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

**Education**:
This position does not have a positive education requirement.

Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
