**Duties**:

- Provides advice and recommendations to DoD senior leadership on complex developments, e.g., related to arms transfers, technology security, and strategic competition, for use in internal DoD, interagency, including NSC decision-making fora, and international engagements.
- Reviews and develops Policy positions and responses to actions originating in other DoD and non-DoD offices or agencies that have implications for national security policy, strategy, and planning.
- Prepares communications for senior DoD officials on complex defense policy, national security, technology security, and defense trade issues, both orally and in writing, for use with national and international audiences.
- Serves as a spokesperson for DoD at conferences, universities, professional societies, and private sector groups, as needed.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- This position requires you to obtain and maintain a Top Secret security clearance with SCI and SAP components.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee must meet DoD SC Workforce Certification requirements applicable to the duties of the position.

**Qualifications**:

- **Basic Requirement**:
**Degree**: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
- OR
- **Combination of education and experience**: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
- OR
- **Experience**: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

To qualify at the GS-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
- **For this position, qualifying experience is defined as** **experience in planning and carrying out projects; providing information and conducting analysis that identifies, interprets, and develops alternatives and options to questions of **arms transfers, technology security, and strategic competition.**

You will receive credit for all qualifying experience, including volunteer experience.

**Education**:
**There is no substitution of education for the qualifying experience.**

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.

This is a Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Position requires DoD SC Certification. Area of Concentration (AoC) is Planning, Oversight and Execution. Certification Level (Basic, Intermediate, Expert) is determined by the supervisor. Employee must meet DoD SC Workforce Certification requirements applicable to the duties of the position.
