**Position Summary**:
**Location**: Washington, D.C./Remote (Hybrid)

**Responsibilities Include, But Are Not Limited To**:

- Analyze business processes, interview stakeholders, evaluate strategic and IT plans, and develop Knowledge Management (KM) programs in accordance with applicable laws, regulations, and agency policies.
- Assist in the design, development, implementation, and evaluation of KM strategies, serve as an information steward and program expert for knowledge management.
- Comprehend and recognize key barriers to KM behavioral change and develop effective change management programs.
- Develop KM governance structures and processes for implementing KM programs and systems and provide consulting thought leadership on current best practices in KM, portal design, and intellectual capital and content management.
- Promotes knowledge management within the organization, providing expert advice, training, and guidance on processes, policies, protocols for safeguarding information, etc.
- Serves as the content manager for H-CORE websites, portals, and dashboards. Synthesizes information to ensure KM platform(s) allow for ease of navigability, access, editing, and adding new information to remain current. Monitors and manages all content to ensure its consistency in terms of style and quality, optimized for search and user experience.

**Experience Required for this Role**:

- Possess demonstrated experience facilitating collaboration across multiple workstreams and agencies.
- Demonstrate experience as a self-starter and ability to critically think at the operational level to determine and recommend knowledge management practices for implementation
- Possess demonstrated experience in managing the process of identifying, capturing, storing, archiving, evaluating, retrieving, distributing, and sharing information assets
- Demonstrated expertise in knowledge management tools, information management and content management strategies
- At least 5 years of relevant experience in knowledge management.
- Possess a working knowledge of remote/virtual meeting environments such as Zoom, Microsoft Teams, and WebEx.
- Possess strong organizational skills (e.g. time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).
- Possess proficiency in written and oral communications.
- Possess proficiency in planning and analysis.

**Education Required**:

- Bachelor’s degree plus five (5) years’ experience related to the field of Knowledge Management to include related fields such as Business Administration / Management, Public Administration, or Political Science.

**Security Clearance**:
Public Trust - Tier 2 or higher
