The Tuberculosis (TB) Surveillance Case Consultant works in the TB and Hansen’s Disease Unit Surveillance Group of the Infectious Disease Prevention (IDP) Division. This position performs quality assurance reviews and data analysis of reports involving TB cases and latent TB infections entered in the TB surveillance system and assists and trains TB case registrars in regional and local jurisdictions with reporting. The TB Surveillance Case Consultant will also aid in developing goals and objectives for achieving strategic operational goals.
- This position serves as a liaison to internal and external staff and programs to provide technical assistance and guidance on TB surveillance requirements. Applicants must have strong data analytics and interpersonal skills to be successful in this position. Skills include organizing and interpreting data, preparing reports, public speaking, problem-solving, communicating effectively and diplomatically, adaptability, and professionalism. The ideal applicant will have experience with disease reporting and surveillance, training, and knowledge of laws related to TB reporting and control.
- Telework may be available based on performance and successful completion of the probationary period.
- All DSHS employees will receive an increase in salary of $3,000 or 5% to their annual salary effective September 1, 2024, per the 88th Texas Legislature.**Essential Job Functions**:
25% TB Program Liaison
- Provides consultation, assistance, and program information to regional and local TB programs to ensure the accuracy, timeliness, and fidelity of data collected during TB investigations and data entered into the surveillance system. Provides training to new program staff.
- 45% Compliance
- Manages compliance with TB program procedures and rules for reportable conditions in Texas. Conducts routine assessments of TB surveillance data for quality assurance and verifies data entered in the surveillance database meets criteria from CDC and the TB Program Manual.
- 10% Program Support
- Assists in collecting and preparing materials in response to public health information requests. Provides data entry support for regional and local TB programs when needed.
- 5% Process Improvement
- Analyzes TB surveillance practices and identify gaps; Prepares findings reports and recommendations for procedural changes; Researches and resolves aberrant data findings and records.
- 5% Training
- Identify and address training needs including evaluating the effectiveness of surveillance training, education programs, and materials used in public health training courses. Assists with evaluating program systems for improvement and participates in on-site reviews to assess surveillance performance of local TB case registries.
- 5% Operations
- Assists in establishing and implementing surveillance procedures and contributes to revisions of the TB Manual and standard operational manuals.
- 5% Other Duties as Assigned
- Participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.**Knowledge Skills Abilities**:

1. Bachelor’s degree with major coursework in public health, social sciences, or closely related field.
- 2. Experience with disease reporting or surveillance processes and procedures.
- 3. Experience collecting and interpreting data, performing data entry, or developing technical reports.

- The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
