**About us.**

The Children’s Center, Inc.’s. Runaway & Homeless Youth Program is a professional, supportive, Organization whose goal is to assist in the rescue, home re-establishment or re-homing of Youth separated from their family or who have become a victim or who are at risk of becoming a victim of abuse/neglect, unsupervised displacement, homelessness, and human trafficking.

**Responsibilities**:

- Responsible for operations and services delivered within the RHY programs as follows:

- The Program Manager will train the RHY team on how to respond to calls from the community concerning any at risk Youth.- The Program Manager will deliver pieces of training and methods to the RHY teams. Train and continually update training for site staff, maintain signage, and maintain the State of Readiness for Access and Crisis Response by RHY.
- The Program Manager will develop a system with resources that help the RHY team recruit, facilitate Short-Term Safe Havens (Shelters) & Drop-In Sites.
- The Program Manager will provide in person, hands on training in Youth Street Outreach, Youth Mentoring/Psycho-Educational sessions, RHY Service Overview, and Community Outreach.
- The program manager will provide training and guidance to the RHY team in keeping with all governing laws, policies, procedures, rules, or standards for Runaway and Homeless Youth (RHY).
- The program manager will support the provision of accurate and timely reports, as required, on services to RHY programs within the TCCI.
- The program manager will act as a liaison between TCCI, and any other entities involved in providing RHY services (runaway shelters, juvenile justice systems). The program manager will also be responsible for ensuring that all documentation is up-to-date and accurate.
- These shall be delivered by a team consisting of
- Lead Case Managers,
- Case Managers,
- Residential Specialists (short-term shelter support teams)
- Prescreened, approved Volunteers and Interns
- Oversees all operations of the RHY Program including:

- Intake,
- Treatment/Referral Planning
- Provision of Direct Services,
- Discharge Planning, and
- Follow-up/After Care
- Provide staff guidance through:

- Personal Example,
- Quarterly and Yearly Performance Evaluation,
- Development and Training,
- Encouragement, and
- Ensuring adherence to The Children’s Center Inc., personnel policies, and procedures.
- Discipline for all staff coordinated by Human Resources for appropriateness of delivery and per Agency and Employee Handbook Policy.
- Plan and coordinate the RHY programs by adhering to the goals stated and aligned in the agency's Strategic Plan.
- Ensure and maintain a 24-hour on-call rotation to assist staff during times of uncertainty or emergencies.
- Maintain Federal Minimum Standards, as required by the Grants of each TCCI site and the RHY Program.
- Oversee the delivery of all youth services to include:

- Licensing and
- Ensuring Contractual Agreements are being met and maintained.
- Collaborate with Leaders across the organization to ensure:

- Ongoing Program Funding,
- Data Collection/Reporting, and
- Safety Protocols are adhered to.
- Track and Report to the COO/CEO on all:

- Grant Deliverables,
- Prepare for audits/site review by accreditation bodies and funding sources,
- Design, Review and Facilitate Training Curriculum that meet the needs of the individual programs,
- Develop, and Oversee Project Evaluations with:

- Data driven results and outcomes to assure program quality,
- Maintain Program Compliance.
- Oversee the maintenance of youth records assuring:

- Accuracy,
- Completeness and
- Compliance, with National Homeless Youth Regulations and Legal and Ethical Standards.
- Develop and maintain program budget in partnership with the Finance Team and COO/CEO
- Provide Daily Supervision of Direct Reports.

**REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES OF**:

- Childcare Institution licensing requirements
- Local, State, and Federal contract requirements
- Community mental health services for children 17 and under
- The Children’s Center’s Programs and Services
- Local Resources and their use for each site within the RHY Program
- ** SKILL TO**:

- Demonstrate expertise in service coordination and case management.
- Establish and maintain effective working relationships with the Runaway & Homeless Youth Team, Volunteers, Interns, All Sites’ Community Organizations, their Members and The Children’s Center, Inc. Leadership.
- ** ABILITY TO**:

- Professionally represent The Children’s Center in the Communities where there are RHY offices,
- Works closely with referral sources (e.g., Schools, Police, Foster Care, Homeless Coalitions and other Resource Organizations, etc.., at each site)
- Relate to a diverse population of youth served.
- Lead a team of diverse staff who have varied levels of experience, expertise and education.
- Provide clear verbal and written instructions.
- Oversee delivery of supported sanctuary models.
