The Youth & Young Adult Community-Based & Family Engagement Coordinator is a member of the Office of Youth and Young Adult Services (OYYAS) at the Bureau of Substance Addiction Services (BSAS). The position monitors and oversees a diverse portfolio of community-based interventions for youth and young adults, and family/caregiver programs across the Commonwealth. Under the supervision of the Senior Coordinator, the Coordinator helps to design, implement, reinforce, and evaluate sustainable, efficient, and effective goals of community-based and family support services. Additional responsibilities include planning and execution of training and technical assistance for youth/young adult community-based, family/caregiver programs and culturally specific Office initiatives; and also works to ensure racial justice and other health equity goals are integrated into all programs and policy initiatives.

The Youth & Young Adult Community-Based & Family Engagement Coordinator is directly responsible for fiscal and programmatic contract monitoring of the office’s community-based intervention and support for families impacted by the opioid epidemic contracts, including support for administrative, fiscal, data reporting, site visits, capacity-building, and workforce development functions at funded agencies across the state. The coordinator is responsible for uplifting and supporting cross-bureau and cross-agency collaboration to enhance service delivery amongst youth, young adults, and their family/caregivers, related to substance use and other immediate needs. Key areas of work include engaging community stakeholders, faith-based communities, behavioral health providers, schools, and other youth and family serving providers. The incumbent plays an important role in identifying gaps in services, promotes and implements equitable services, workforce training, advocacy, and opportunities to innovate and expand, as appropriate.

**Duties and Responsibilities (these duties are a general summary and not all-inclusive)**:

- Oversee and monitor youth and young adult community innovation and family engagement activities.
- Develop and implement standards to be used in program monitoring/evaluation.
- Build and sustain a family intervention and engagement framework, to identify community resources and promote community partnerships/collaborations.
- Provide recommendations and coordination related to intervention policies, system development activities, meetings, and monitoring of statewide contracts.
- Work to establish opportunities and supports for youth and families representing black, indigenous, and other people of color (BIPOC) communities and other under-represented or marginalized populations.
- Provide technical assistance and capacity building to the youth and young adult provider network, across the full continuum of care, including but not limited to intervention, treatment, and recovery.
- Provide oversight of culturally and linguistically specific evidence-based models and best practices, tailored to increase support amongst historically marginalized and underserved populations.
- Identify and organize workforce development training for external vendors specific to youth and young adult early intervention and parent/family intervention and support.
- Coordinate contract management responsibilities for intervention contracts, including site visits, monitoring of budgeting spending, and compliance with contract requirements; evaluation of performance, and achievement of service goals and objectives for the OYYAS continuum of care.
- Assist contracted programs in integrating BSAS racial equity and health equity practices into their work processes, services, and relationships in the school /community.
- Maintain a working knowledge of current and effective evidence-based programs and emerging best practices as they relate to youth and/or family intervention and engagement. Where programs are aligned with an evidence-based model, ensure that contracted vendors/providers are maintaining fidelity to individual program model(s) as prescribed, through direct contract monitoring and through oversight of supervisee’s contract monitoring.
- Incorporate knowledge of youth and family intervention into the purpose and scope of proposed programs.
- Participate in the development of inter-agency service agreements, and/or federal funded grants to support the statewide capacity to address family intervention and support.
- Contribute to the development of data on youth and young adult intervention, to include collaboration with BSAS Office of Statistics and evaluation to ensure relevant collection and reporting of data; monitoring of data submission by contracted vendors; and analysis and review of data for target programs.
