**SUMMARY OF DUTIES**:
The Lead Project Controls Specialist is responsible for developing, using, and improving existing enterprise tools, systems, and work processes to assist the Frederick Douglass Tunnel Program Team in effective management control and reporting on cost, schedule, and progress measurement for a high complexity Capital Delivery portfolio of projects. Individuals in this role may develop project dashboards, schedules, cost performance reports, and risk registers in close collaboration with the program team and other groups within Capital Delivery. Lead Project Control Specialists work under moderate supervision of a Senior Project Controls Manager.

**ESSENTIAL FUNCTIONS**:

- Works to collect data for monthly, quarterly, annual, and ad hoc reporting for stakeholders including Amtrak Executive and Senior Leadership and the NECC and FRA.
- Supports and advises on all aspects of the Change Management process and utilization of tools for Change Requests, Change Control Board (CCB) and Reprogramming’s.
- Supports program management team in monitoring actuals against forecast and soliciting monthly accruals for compilation.
- Manages project or portfolio control data in EPPM (Masterworks) or other department-approved systems and tools such as Excel or SharePoint.

**MINIMUM QUALIFICATIONS**:

- A combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
- Experience with Capital Delivery Project Controls cost management procedures, guidelines, and processes.
- Demonstrated experience with reporting requirements for monthly, quarterly, and ad hoc reports for Capital Delivery.
- Ability to organize and present program reports and other related program information and prepare reports for various stakeholders.
- Knowledge of principles and practices of project management through all phases of the project lifecycle.
- Ability to analyze project performance metrics, performance analysis, dashboards, and progress reports.
- Ability to review data and validate to ensure compliance with stakeholder requirements.
- Strong focus on collaboration, team building, and customer service.
- Experience working in a PMIS project management information system.
- Effectiveness working diplomatically across teams with varying objectives.
- Ability to multitask and work in an environment with changing priorities.
- Strong oral and written communication skills across all levels.
- Experience with various software including SharePoint, Power BI, EPPM, AIMS and SAP.

**PREFERRED QUALIFICATIONS**:

- Bachelor’s Degree required OR equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
- 6-9 years of relevant experience preferred.
- Experience performing or leading project controls for mid ($50M+) to large ($500M+) capital construction projects, programs, and/or portfolios.
- Advanced experience with Change Management processes.
- Strong analytical skills.
- Knowledge of contracts and contract administration.
- Advanced Excel skills.
- PMP certification or working toward certification.
- Experience with Power Applications.
- Experience with Ariba on Demand.
- Capital construction controls experience in the rail industry.
- Oracle Primavera P6 certification.
- PSP, CEP, EVP, or CCP (AACE).

**WORK ENVIRONMENT**:

- Hybrid work schedule, 2 days in the office and 3 days remote.
- May require maintaining physical condition necessary for sitting, walking, or standing for prolonged periods of time.
- Travel up to 25%

**COMMUNICATIONS AND INTERPERSONAL SKILLS**:

- Must have excellent oral and written communication skills.

The salary range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differentia
