**Job Summary**:
The position works under the guidance of the Health Program (HP) Executive Director, and in close coordination with Program Directors and staff around the world, including Regional and Country Program staff, while liaising with WCS’s Global Budget, Program Development, Global Resources, Legal, HR, IT, Accounting, Payroll, and Purchasing departments, as well as partner organizations. Tasks include:
Work with program staff to manage and maintain annual budgets, monitor the program’s flexible funds and restricted grants, and to track budget to actuals making timely budget adjustments.
Lead in the preparation and review of proposal budgets, grant and subgrant agreements, and manage their reporting and compliance requirements.
Supervise administrative support staff to maintain efficient administrative systems and procedures.
Ensure compliance with WCS requirements and processes.

**Responsibilities**:Budget & Financial Management**:
Manage, prepare, and update all HP budgets, including the annual budget package, and coordinate with program staff and Country Finance Manages as appropriate.
Develop, review, and approve budgets for government/multi-lateral agencies, foundations, and private donor proposals, in coordination with program staff, with an understanding of the overall program budget and priorities.
Manage, review, and help prepare financial expenditure reports to government/multilateral agencies, foundations, and private donors, in coordination with program staff and Global Finance & Grants Management, and ensure reports are submitted on time.

**Grant & Project Management**:
Lead grant management activities including manage review and approval processes, track reporting requirements and deadlines, manage and monitor agreements through close-out, ensure full compliance with rules and regulations, send paperwork to the appropriate parties, maintain shared calendars, communicate with the appropriate program staff and WCS departments in a timely manner.
Coordinate project management activities, including coordinate, develop, and review work plans and reports, track deliverables, develop compliance reports, participate in project committees and meetings, coordinate communication between projects, staff, and partners.

**Program Development & Communications**:
Develop and manage communication outreach materials, including fact sheets, trip reports, brochures, newsletters, annual reports, and web content. Respond to media requests (e.g. photos, publications, etc.), help maintain publication database, and liaise with Communications on press releases.
Manage proposal development activities, including writing, editing, and reviewing narrative proposals and reports for government/multi-lateral agencies, foundations, and private donors; follow-up on the status of proposals; manage the development, approval, and submission process with the appropriate program staff and WCS departments.

**Other Administration**:
Implement policies and procedures related to budgets, financials, and overall operations and administration.
Represent HP in WCS committees and meetings as needed, and liaise with other WCS departments such as Accounting, Budget, Purchasing, Global Finance & Grants Management, Global Resources, Program Development, Office of General Counsel, Human Resources, and Payroll.
Coordinate operational and administrative support for all other program activities; be responsible for ensuring smooth administration both within and between the NY office and field sites.

Qualification Requirements

Bachelor’s degree required. Related program of study such as finance, accounting, economics, or business preferred.
Proven grant and financial management experience in an international organization (5+ years) in a multi-funder environment required. Grant financial reporting experience required. Experience with government and agency grants such as USG, UN, EU is preferred.
Effective “roll up the sleeves” work ethic; Demonstrated ability to work with a diverse team. Must be solution-oriented and have strong problem solving and analytical skills.
Spoken and written fluency in English required.
Excellent interpersonal and communications skills, including writing and editing.
Meticulous attention to detail and commitment to quality required.
Excellent organizational skills, including ability to set and follow priorities, work independently, take initiative, work on multiple projects simultaneously, and meet deadlines.
Comfortable operating in a dynamic, international environment and responding quickly to sudden needs and opportunities.
