- Assistant Director of Accounting- JOB DESCRIPTION:
Oversee the District’s business affairs and accounting to provide the maximum educational services for the financial resources available. Develop and implement business and accounting procedures to ensure compliance with applicable state laws and regulations, Texas Education Agency (TEA) requirements and all applicable auditing and accounting principles.
- DUTIES and RESPONSIBILITIES:
Assist the Director of Finance with managing accounting operations and staff for timely and accurate analysis and reporting of financial and technical information.- Support with organizing and directing Finance Department accounting activities and provide professional-level support to the Director of Finance in a variety of areas, including bond issuances, fiscal studies, Board agenda items, and other financial reports.
- Ensure that business operations support the District goals and objectives and provide leadership to achieve cost-effective practices throughout the District.
- Meet regularly with staff to discuss and resolve workload and technical issues; develop work plans and assure required deadlines are met.
- Submit TEA and other Federal and State required documentation by submission dates.
- Create journal entries as needed. Review and approve staff journal entries.
- Prepare County Appraisal District tax reconciliations and entries.
- Monitor and post entries for the District’s warehouse inventories.
- Compile and prepare financial schedules and other information required in support of the annual external audit and Annual Comprehensive Financial Report (ACFR) preparation.
- Assist with the preparation of the District’s annual budget.
- Oversee monthly fixed asset entries and reconciliations.
- Monthly review and analysis of the District’s financial statements.
- Prepare reports and monitor all federal programs and grants.
- Collaborate with Special Education to provide documentation and assistance for School Health and Related Services (SHARS) and Medicaid Administrative Claiming (MAC) cost reports.
- Monitor maintenance of effort.
- Oversee the accounts receivable and accounts payable functions of the District.
- Maintain Finance Office website.
- Maintain Finance Manual.
- Recommend appropriate district business policies and procedures.
- Provide financial training to district personnel as required.
- Supervise Budget and Accounting staff.
- Prepare employee evaluations.
- Maintain confidentiality.
- Regular attendance
- Perform other duties as assigned by the Director of Finance.
- EXPERIENCE:
**Experience**:
- Minimum of 5 years of accounting experience
- QUALIFICATIONS:
**Education/Certification**:
- Bachelor’s degree in Business Administration, Finance, Accounting or related area
**Special Knowledge/Skills**:
- Proficiency in accounting at the accounting level required by the position
- Knowledge of auditing and accounting principles
- Effective communication and interpersonal skills
- Proficient management and supervisory skills
- Proficient use of a personal computer at the level required by the position
- Ability and willingness to adapt to an ever-changing work environment
