- Salary range: $74,198.00 - $104,550.00Reporting directly to the Assistant Director, the Program Manager for the LHCD Dust Wipe Unit will have some latitude for independent initiative and decision making. The Program Manager will be responsible for supervising housing quality standards (HQS) inspectors and overseeing day to day operations.

Other duties include, but are not limited to the following:
1. Manage projects within the Dust wipe Unit and notify the Assistant Director when/if issues arise that require Senior Management intervention.
2. Oversee the Inspection of Dust Wipe in residents’ apartment to ensure productivity and adherence to US Department of Housing and Urban Development regulations and NYCHA policies and
procedures.
3. Handle administrative tasks related to staff management, including reviewing productivity, approving leave, handling or escalating issues, disciplinary actions, and staff development.
4. Ensure proper planning and scheduling of office and Dust Wipe Technicians assignments.
5. Conduct periodic field visits to monitor dust wipe inspections activity. Review, research, and analyze data to identify productivity and other trends.
6. Research and resolve inquiries from property management office and vendors Typical inquires include Maximo dust wipe inspection appointment and results.
7. Review and approve payment for vendors invoices.
9. Perform other tasks as needed to support and improve overall operations of Inspection units.
10. Monitor project progress by staff and/or contractors. Identify areas of risk and report related risk areas and schedule changes to Assistant Director through generated reports and regular status
meetings.

Minimum Qualifications1. Six years of full-time experience performing one or a combination of the following,
one year of which must have been in a supervisory capacity:
a) As a fully trained worker in one of the following trades: masonry,
carpentry, plumbing, plastering, or ironwork; or
b) In charge of the maintenance and repair of multiple dwellings for a real estate management organization; or
c) Performing field inspections requiring the gathering and reporting of data concerning the physical aspects of housing or of building construction or renovation; or
3. Completion of at least three years of apprenticeship in housing inspection plus either sufficient experience as described in "1" above, at least one year of which must have been in a supervisory capacity, to make up the remaining equivalent of the required total of six years of experience or at least one year of supervisory experience as described in "1" above and sufficient education as described in "2" above; or
4. A baccalaureate degree from an accredited college plus two years of additional experience as described in "1" or "3" above at least one year of which must have been supervisory experience as described in "1" above; or
5. One year of supervisory experience, as described in "1" above, plus either:
a) an approved five year apprenticeship program in housing inspection; or
b) a baccalaureate degree from an accredited college in engineering,
architecture, engineering technology, architectural technology, or
construction technology.

License Requirement
A motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of employment.

Preferred Skills1. Understanding of housing inspections and HUD housing quality standards 2. Excellent organizational, management, interpersonal and communication skills 3. Proven experience managing large teams of staff 4. Advanced computer skills including competency in Excel. Knowledge of Siebel or comparable system is a plus 5. Excellent writing and editing skills 6.
