The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3

billion and over 11, employees who manage and maintain developments that house about , residents. NYCHA also

operates the country’s largest Section 8 program, which provides rental assistance to about , additional people.

Reporting to the Senior Advisor, the Program Manager is responsible for a portfolio of business units and works directly with business

units to prepare evaluation reports, performs analyses and review program plans. The role will also provide technical assistance related

to program implementation and management. Knowledge in housing, health and/or environmental policy is a plus.

In addition to performing the duties of a Program Manager with considerable latitude for independent or initiative and judgment, this

role will also perform highly complex economic and/or fiscal research and studies related to operational issues. Responsibilities

include, but are not limited to the following:

- Support the operational and policy initiatives in a portfolio of NYCHA business units, including but not limited to the Office

of Quality and Cost Control, the Office of Safety and Security, and the Technical Services Department.

- Lead and coordinate with teams across the Authority on ways to best leverage, utilize, and establish standards on program

implementation.

- Perform work in the preparation of planning documents required for funding.

- Perform work in the supervision, planning, implementation, coordination, monitoring and/or evaluation of community

development programs.

- Provide technical assistance and training to subordinate staff in techniques of program implementation and management.

- Develop targeted reports, dashboards, and data visualizations to facilitate operational decision making.

- Serve as a technical resource person providing guidance to other staff in specialized operational areas related to quality

assurance and safety conditions; resolve complex and /or unusual problems in these areas.

- Prepare project updates, briefings, presentations, agendas, and materials for internal and external meetings.

- Conduct site reviews and programmatic monitoring.

- Perform day-to-day project management responsibilities and notify the Senior Advisor when/if issues arise that require senior

management intervention.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills
Use performance data and quality assurance processes to ensure that the business unit’s work is conducted efficiently,effectively, and in compliance with all rules and regulations specifically related to environmental, health, and safety. 2. Analytical skills, with knowledge of reporting, pivot tables/charts, and business intelligence or data visualization tools (OBIEE, Tableau, or Power BI). 3. Project management skills with experience in managing and supervising administrative projects. Familiarity with Smartsheet, Basecamp, or Visio. 4. Experience managing high-priority projects and tracking project lifecycles. 5. Experience working collaboratively to develop and execute project plans. 6. Ability to make timely and effective decisions, and produce results through strategic planning. 7. Extensive research and writing skills related to housing, health and environmental conditions with the ability to communicate in different styles and to varied audiences (e.g., memoranda, policies, abstracts, manuscripts, grants, proposals, protocols, presentations, outreach materials, and social media. 8. Excellent communication skills with ability to engage and facilitate cooperation among multiple stakeholders. 9. Advanced working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint.
