**Duties**:

- Manages the submission of USDA questions to the parties and reviews all updates that are provided to Treasury and the interagency.
- Provides information for risk-based analyses, assessments, and National Security Agreements pertaining to a transaction.
- Responsible for collection and quality control for all metrics related to Committee on Foreign Investment in the United States (CFIUS).
- Conducts analytical inquiries with OHS/NSD Intelligence and Defensive Counterintelligence functions to ensure understanding of threats, risks, and vulnerabilities.
- Advises OHS Director and Division Chief on CFIUS matters and policy developments.
- Oversees the coordination with OHS/NSD Intelligence Program Manager and Counterintelligence Program Manager on relevant analyses or issues of concern.
- Liaising directly with the Intelligence Community, and ensuring USDA interests are incorporated into the intelligence cycle and processes.
- Briefs leadership on highly technical and/or complex issues related to foreign investment and U.S. agricultural industries (including the private sector).
- Provides direct supervision for two or more GS-employees. Provides day-to-day supervision of contractors supporting the CFIUS Program at USDA.
- Offers feedback on all products prior to submission to the Division Chief or higher.

- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
- Selected applicants must undergo and successfully obtain and maintain a background investigation for a Top Secret SCI clearance. You must meet initial and periodic suitability determinations based on favorable background investigations and updates.

**Qualifications**:

- Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
- **At the GS-14 level**:Qualifying experience for GS-14 level includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing all of the following: 1) leading and managing the development of risk assessments, strategies, and approaches for assessing and minimizing risk to U.S. food and agriculture, biological sciences, or science/technology; and, 2) reviewing financial transactions for the Committee for Foreign Investment in the United States, performing risk-based analyses, assessing state owned or foreign owned enterprises for national security risks, or monitoring national security agreements for compliance.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education substitution for this position.

**Additional information**:
This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

This position may be eligible to telework, but requires 50% of the time in-office presence, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

**THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED 13 MONTHS. The temporary assignment may be ended earlier or extended for up to four (4) years based on management's needs. This position does not confer federal competitive status and does not have possibility of conversion to a permanent position.**
