Summary

This position serves as the Management and Program Analyst (Intelligence) in the National Security Division's Office of Intelligence's Oversight Section (OI). The mission of OI is to work closely with the FBI and other members of the United States Intelligence Community (USIC) to prevent acts of terrorism and thwart hostile foreign intelligence activities through its core functions of Operations, Oversight, and Litigation.

The duties and responsibilities for a Management and Program Analyst (Intelligence), GS-0343-14 generally include, but are not limited to, the following:
Independently analyzes large volumes of intelligence-related materials to assess the USIC's compliance with procedures governing the United States' foreign intelligence programs.
Identifies, investigates, and remediates compliance matters that are unusually complex in scope and present unique challenges that require non-traditional analytical skills to resolve.
Assesses the adequacy and quality of information provided by USIC agencies and applies sampling techniques designed to enhance oversight programs.
Analyzes existing oversight programs using qualitative and quantitative techniques, makes recommendations to improve processes, and collaborates with oversight program managers, senior managers, and USIC agency officials to achieve positive oversight outcomes.
Prepares analyses, assessments, and other reports of a specialized nature to inform senior policymakers, including the Congress, and the public, of the government's use and implementation of national security authorities.
Represents the office regarding statistical reporting matters and takes all necessary steps to resolve data discrepancies and concerns regarding statistical methodologies.
Develops and applies novel analytic tools and methodologies to:
analyze statistical trends related to national security oversight;
respond to questions from senior department leadership, including principals, and policymakers; and
identify compliance matters with broad implications that are not otherwise discernible from legal analysis alone. Develops policies and procedures regarding the tracking of case records and other types of data.

You must successfully pass a security/background investigation and a drug screening.
You must be a current Federal employee within the Department of Justice on a Competitive Service appointment.
You must meet all applicable time-in-grade requirements by the closing of this announcement.

**Qualifications**:
To qualify for the position of Management and Program Analyst (Intelligence), (GS-0343-14), you must possess the required specialized experience specific to this series and grade.

If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

**Specialized Experience**: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service developing policies or procedures regarding the analysis or tracking of intelligence related records or other types of intelligence data to support program operations and management.
