Duties

What will I do in this position if hired?

In this Program Analyst position, you will support Field Augmentation (FA) team under the Resource Augmentation Section (RAS). This position will provide technical and operational support to ensure Federal Partner readiness. The Program Analyst will support a variety of administrative, operational, technical, analytical and program analysis tasks. The candidate must be able to analyze, design, write and deliver relevant operational and management products; have working knowledge of Microsoft Office (., SharePoint, Word, Excel, PowerPoint), be familiar with budgeting, and have strong customer service skills. The candidate will serve as a specialist to help build the capacity of federal partners in developing and improving organizational systems and policies that meet deployment requirements. The candidate must be able to exercise initiative and professional judgment while performing recurring tasks.

Typical assignments include:

Supporting Federal Partners operational requirements to ensure mission readiness and support all deployment activities. Providing a variety of administrative, technical, and analytical support functions related to programmatic and operational activities, including planning, scheduling, training, and budgeting processes. Supporting the development, review, and revisions of Job Aids, Standard Operating Procedures (SOP) and other operational documents that support the training and deployment of Federal Partners. Supporting the preparation of written materials for PA and Recovery leadership regarding Field Augmentation activities. Supporting consistent, accurate and engaging communications between multiple internal and external Division sections to strengthen familiarity with Field Augmentation programs and messages. Researching and writing material for documents, concept papers, reports, proposals, and other working documents.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
