The City of Takoma Park is recruiting for an Emergency Policy/Procedures/Resources Manager. Under general supervision of the Deputy Police Chief, the incumbent will plan, implement and coordinate City-wide emergency operations plans and homeland security initiatives while ensuring that all processes and procedures are updated and followed. This position is eligible for membership in the AFSCME union.

**Typical Duties include**:

- Coordinating, developing and reviewing the City’s Comprehensive Emergency Operations Plan (EOP) and operations.
- Advising City staff and residents on emergency plans; coordinating activities, training programs and emergency drills.
- Representing the City and serves as primary contact with other regional emergency management organizations.
- Preparing and disseminating public messaging during emergency conditions.
- Developing and updating the Continuity of Operations Plan (COOP) for the City governments and internal departments; providing training to City staff.
- Preparing security and safety plans for City events.
- Conducting periodic meetings with department heads to review needs related to emergency preparedness.
- Working with City departments and Montgomery County to identify and secure grant funds for emergency preparedness needs.
- Completing periodic checks of emergency supplies.
- Completing periodic checks of AEDs.
- Administering Power-DMS document management platform.
- Managing and updating agency General Orders/Policies/Procedures and disseminating it to staff utilizing Power-DMS.
- Participating with Maryland Association of Police Planners.
- Assisting with the planning and coordination of agency meetings, initiatives and community outreach.
- Performing related duties.

**Minimum Qualifications include**:

- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Emergency Management, Criminal Justice, Safety and Risk Management, Public or Business Administration or relevant field;
- Five to seven years of progressively responsible experience in emergency management or law enforcement responsibility and related administration; or,
- Any combination of education, training and experience which provide the required knowledge, skills, and abilities to perform the essential functions of the job.
- Possession of an appropriate driver’s license valid in the state in which you reside.
- Ability to be on-call with little notice.

Pay: $70,702.06 - $83,283.41 per year
