**Description**

The Deputy Director performs highly advanced (senior-level) managerial work providing oversight, direction, and guidance in the planning and strategic operations of the Business & Public Filings Division (Division) for the Office of the Texas Secretary of State (Office). Work involves strategic planning; establishing and reaching goals and objectives for multiple teams; developing policies, procedures, rules and regulations; establishing priorities, standards and measurement tools for determining progress in reaching Division performance measures; reviewing guidelines, procedures, rules, and regulations; coordinating and evaluating program activities; reviewing and approving Division expenditures; and providing guidance as the Division undergoes a modernization of legacy systems. Work requires contact with stakeholders, legislators and their staff, federal and state agencies, as well as industry trade associations and other private entities. Works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.
- Supports the Division Director in managing day-to-day operations of the Business & Public Filings Division and acts on behalf of the Division Director in their absence when necessary.
- Establishes performance goals and objectives for the Division in line with the Office’s strategic plan. Develops and approves schedules and priorities.
- Reviews and updates Division’s Administrative Rules, regulations, policies, and procedures, identifies areas for improvement, and monitors compliance.
- Updates, monitors, reviews, and approves quarterly workload measures and analyzes statistical reports and program performance to ensure the Division’s objectives are met.
- Assists in preparing the Office’s Legislative Appropriations Request and Strategic Plan at the Division level.
- May approve expenditures for the Division as required.
- Oversees, assigns, reviews, and approves fiscal notes during Legislative sessions.
- Reviews internal investigations, personnel matters, and internal audits. Responds to audit recommendations and implements necessary improvements based on internal investigations or audits.
- Represents the Division at business meetings, legislative committee hearings, conferences, and seminars.
- May prepare and present educational/training materials on Division policies to various audiences, including industry groups and the general public.
- Performs other duties as assigned by the Division Director.

REQUIRED QUALIFICATIONS

Graduation from an accredited four (4) year college or university, preferably with major coursework in public administration, business administration or a related field.
